【Financial News, Jeju = Jeong Yong-bok, Reporter】 The annual compensation standard for each Jeju provincial council member in 2027 has been set at 69,418,080 won. The monthly allowance will rise by 2.7%, while the legislative activity allowance will be frozen. For the three years starting in 2028, the allowance will be adjusted to reflect the previous year’s pay increase for public officials.
According to Jeju Special Self-Governing Province on the 7th, the Jeju Province Remuneration Review Committee, chaired by Kang Gyeong-hui, held its second meeting on the 5th and finalized the compensation standards for provincial council members to apply from 2027 through 2030.
Next year’s monthly compensation will total 5,784,840 won, comprising a monthly allowance of 3,784,840 won and a legislative activity allowance of 2 million won. Annually, the monthly allowance amounts to 45,418,080 won and the legislative activity allowance to 24 million won, for a total of 69,418,080 won. Travel expenses for official business will be paid separately.
Given that this year’s annual compensation is around 68.23 million won, next year’s payment will increase by about 1.19 million won. Since only the monthly allowance is rising, by 2.7%, the overall increase in compensation will be about 1.7%.
Compensation consists of a monthly allowance paid for local council members’ official duties and a legislative activity allowance to cover expenses required for collecting and researching legislative materials, among other activities. Unlike the salary system for regular public officials, the payment standards set by a remuneration review committee are incorporated into local council ordinances.
The Jeju Provincial Council’s legislative activity allowance was raised from 1.5 million won to 2 million won per month in 2024. The review decided to maintain the current amount.

Compared with other cities and provinces, Jeju’s increase in the monthly allowance is relatively low. Seoul and many other cities and provinces decided to apply this year’s 3.5% pay increase for public officials to next year’s monthly allowance. Sejong set an increase of 8.9%, while Gangwon set one of 15%. However, because the existing monthly allowances and legislative activity allowances vary by city and province, actual compensation levels cannot be compared based on the increase rates alone.
Jeju’s 2.7% increase is 0.8 percentage points below this year’s 3.5% pay increase for local government officials. Under the relevant laws and regulations, if the increase in the monthly allowance exceeds the pay increase for public officials, residents’ opinions must be gathered through a public hearing or opinion poll. That requirement does not apply to this decision.
The committee said it comprehensively reviewed income levels among Jeju residents, inflation, local fiscal conditions, the provincial council’s legislative activity record, and the decisions and trends of other cities and provinces.
From 2028 through 2030, the legislative activity allowance will remain at 24 million won a year, while the monthly allowance will be adjusted each year to reflect the previous year’s pay increase for public officials. Since the actual amount paid will depend on the pay increase for public officials in each year, total compensation for the next three years has not yet been finalized.
Kang Gyeong-hui, chair of the Remuneration Review Committee, said, “We focused on setting compensation at a reasonable level that residents can support, while ensuring provincial council members are able to devote themselves to their legislative work.”
The payment standards will be formally notified to the provincial governor and the council chair. Jeju Province will publish the review results and meeting minutes on its website, and the council plans to amend the “Ordinance on the Payment of Legislative Activity Expenses, etc. to Members of the Jeju Special Self-Governing Provincial Council” for implementation starting next year.
