【Financial News Jeonju = Kang In, reporter】 An argument has emerged that the second relocation of public institutions to regional areas, which the government is pursuing, should prioritize strategic clustering that leverages the public functions and industrial base of existing innovation cities over the dispersed placement of individual institutions.
On the 6th, the Jeonju City Policy Research Institute in Jeonbuk State published an issue brief analyzing the achievements and limitations of the first round of public institution relocations and outlining the conditions for clustering in Jeonbuk Innovation City and the direction for the second round of relocations.
The analysis found that while the first round of public institution relocations established population, business and employment bases in innovation cities, their ripple effects on local economies were limited, making it necessary to expand the benefits of clustering by leveraging the foundations of existing innovation cities.
Jeonbuk Innovation City is home to 12 public institutions, including the Rural Development Administration, the National Pension Service and the Korea Land and Geospatial Informatix Corporation. The area is well positioned to attract additional related public institutions, building on specialized functions in agriculture and life sciences, finance and geospatial information.
In response to the second relocation of public institutions to regional areas, the institute proposed three directions: △ functional clustering of related public institutions △ integrated use of space in Innovation City and Manseong District △ stronger regional links with industrial hubs across the province.
An official at the Jeonju City Policy Research Institute stressed, "We must secure a sustained source of growth through functional clustering centered on Jeonbuk Innovation City, spatial links with Manseong District, and cooperation with industrial hubs across the province."
