【Financial News, Daegu = Reporter Kim Jang-wook】The Daegu Metropolitan Council will hold its final regular session of the year, conduct an administrative audit of city administration across the board, and review the 2027 budget proposal.
The Daegu Metropolitan Council will hold its 330th regular session from the 6th through December 18, beginning with an administrative audit and proceeding with reviews of the 2027 budget proposals for Daegu City and the Office of Education, deliberation on ordinance bills, and other business over a 43-day session.
The Daegu Metropolitan Council will consider a total of 35 agenda items, including the “2027 Revenue and Expenditure Budget Proposal for Daegu City and the Office of Education” and the “2026 Third Supplementary Budget Proposal for Daegu City,” as well as eight fund management plan proposals or amendments, 14 ordinance enactment or amendment bills, nine consent motions, three plans, and one proposal.
The ordinance bills awaiting review include measures introduced by council members in their respective standing committees, such as the partial amendment to the Daegu Metropolitan City Ordinance on Support for Saemaul Movement Organizations (Council Member Lee Tae-son, Dalseo District 4), the partial amendment to the Daegu City Ordinance on the Collection and Management of Toll Road Fees (Council Member Kim Tae-woo, Suseong-gu 5), and the Daegu Metropolitan Office of Education Ordinance on Guidance and Support for the Use and Possession of Smart Devices (Council Member Kim Jae-yong, Buk-gu 5).
The session will begin on the 6th with an opening ceremony and the first plenary session. That day, the council is scheduled to consider a proposal introduced by Council Member Ha Jung-hwan (Dalseong County 1) urging the enactment of a Local Council Act to complete local self-government, along with policy addresses by the mayor of Daegu and the superintendent of education following submission of the 2027 budget proposal.
The administrative audit will then be conducted over 14 days, from the 7th through the 20th. Each standing committee will audit 67 entities, including subordinate offices and public institutions of Daegu City and the Office of Education, covering city administration across the board last year and this year.
In particular, this audit—the first to be conducted by the 10th council—will closely investigate cases of unlawful or improper administration and ensure those responsible are held fully accountable, while seeking to realize citizen-centered governance by addressing unreasonable practices.
From the 21st through the 25th, each standing committee will spend five days reviewing agenda items within its remit, including the “2026 Supplementary Budget Proposal” and ordinance enactment and amendment bills. From the 26th through the 29th, the Special Committee on Budget and Accounts will conduct further reviews and make adjustments to the supplementary budget proposal after its preliminary review by the standing committees.
The second plenary session will then be held on the 30th to vote on the supplementary budget proposal, ordinance bills, and other items that have passed review by the respective committees, as well as to hold questions on city administration and five-minute floor speeches.
Reviews of next year’s budget proposal by the standing committees are also scheduled for December 1 through 6. After preliminary reviews by the standing committees, the proposal will undergo close review and adjustments by the Special Committee on Budget and Accounts from the 7th through the 13th before being submitted to the third plenary session.
The third plenary session will be held on the 14th to give final approval to the “2027 Budget Proposal and Fund Management Plan.” From the 15th, the standing committees will review reports on the administrative audit results. The fourth plenary session will be held on the 18th to adopt the audit results and take final action on agenda items, including ordinance bills, bringing the 2026 legislative calendar to a close.
