[Financial News] A puppy with its muzzle tied with a rubber band was found inside a plastic bag with household trash in brush beside a road near Seoul’s Bugaksan mountain. Suspicions of animal abuse were raised after another abandoned dog with a broken leg was found nearby.
On the 3rd, a post seeking witnesses was uploaded to the social media platform Threads, along with video of the puppy being rescued after it was found in the Bugaksan area. The post was written by A, who received a tip from the rescuer.
According to A, the puppy was found at around 9:42 p.m. on the 2nd in brush between Bugaksan-ro, which leads to Bugak Skyway, and Seongbuk-ro 14-gil.
The released video shows a black plastic bag lying in the brush moving, and a white puppy inside with a yellow rubber band tied around its muzzle.
Household trash was also inside the bag. The handles of the plastic bag were tied as well, leaving the puppy trapped inside.
Based on the fact that urine pooled inside the bag had already cooled, A estimated that the puppy had been abandoned at least 30 minutes before it was found. The actual time of the abandonment and the person who abandoned it have not been confirmed.
A veterinary examination found that the rescued puppy had an abdominal hernia, a torn ear, bleeding from abrasions, and hair loss and discharge caused by a skin condition. Skin wounds were also found around its muzzle.
Gait abnormalities were also found in both hind legs, and the puppy is scheduled for a follow-up examination in two weeks.
Another abandoned dog with a broken leg was also reportedly found in brush about nine minutes from the first discovery site. It has not been confirmed whether the two dogs were abandoned by the same person or how their injuries occurred.
A said, "A total of two dogs with leg problems were abandoned in the brush," adding, "Tips from witnesses and dashcam footage from passing vehicles are urgently needed."
A is seeking dashcam footage from vehicles that passed along Bugaksan-ro and Seongbuk-ro 14-gil toward Bugak Skyway before 9:30 p.m. on the 2nd. The area is reportedly not covered by CCTV.
The current Animal Protection Act prohibits owners or guardians from abandoning animals. Abandoning an animal that is not a fierce dog is punishable by a fine of up to 3 million won.
If it is confirmed that an animal was injured by physical means such as a tool, charges of animal abuse may also be brought. In that case, the penalty can be up to two years in prison or a fine of up to 20 million won.
However, whether the person will actually be punished and what charges will apply can be determined only after the person’s identity and the specific circumstances of the abandonment and abuse are confirmed.
Internet users who heard about the case responded, "It's horrifying that they put the puppy in a plastic bag and even tied its mouth with a rubber band," and "Just because it's a small life that can't speak doesn't mean it's okay to treat it carelessly."
