【Financial News Chuncheon = Kim Gi-seop】Chuncheon City has unveiled its first blueprint for transforming the city across the board with AI, from care, safety and civil complaints to the biotech industry and public administration.
According to Chuncheon City on the 29th, the final briefing on the research project to establish the city’s AI master plan was held that day in the medium conference room at City Hall, attended by Mayor Yook Dong-han, relevant department heads, researchers from the Korea Research Institute for Local Administration and others. The master plan is the city’s first comprehensive plan based on its Basic Ordinance on Artificial Intelligence and sets out policy directions for the three years from 2027 to 2029. It focuses less on adopting technology for its own sake than on how much it can solve local problems and how much residents will feel the change.
The plan comprises 12 key initiatives and 31 detailed tasks under four strategies: AI for All Citizens, Industrial Growth, Municipal Administration Innovation and Sustainability. Nine of these have been selected as key projects. In the area of residents’ daily lives, the Senior Life Care AI Village project will apply a residential model combining health, care and medical services to Chuncheon’s retirement village. The city will also create an urban safety network that integrates AI, drones, robots, sensors and CCTV to enable a rapid response from hazard detection through intervention, and introduce Chuncheon AI One Pass, which handles everything from explaining regulations to applications and consultations in one place.
In industry, the plan puts emphasis on medicine and biotech. It will establish a future medical AI hub to validate AI medical technologies in real clinical settings and turn them into products and services, and apply AI to biotech companies’ production processes to improve efficiency. It will also foster an AI and content convergence ecosystem involving young talent, local businesses and universities.
In public administration, the city will develop autonomous AI tailored to the work of each department to reduce repetitive tasks such as data analysis and document preparation. It will establish the Chuncheon AI Data Support Center to identify and manage public- and private-sector data, and put in place a trust framework setting out safety and accountability standards for the use of AI.
The city plans to organize data and operational standards and carry out priority tasks in 2027, expand the scope of on-site applications in 2028, and then scale up projects with confirmed results in 2029. It will finalize the master plan after incorporating expert opinions discussed that day, and present key projects at a public briefing for residents in November and the second Chuncheon AI Forum.
Chuncheon Mayor Yook Dong-han said, “We will steadily flesh out projects that residents can first feel in their daily lives, such as care in the retirement village, the urban safety network and civil complaints handled in one go,” adding, “We will grow Chuncheon into an AI city that residents help build and benefit from, with AI’s impact extending to biotech companies and the front lines of public administration.”
