[Financial News] The identity of Kang Seong-eun (61), the suspect accused of killing in retaliation a woman in her 40s in Jeju who had reported the suspect for stalking and sexual violence, among other offenses, has been released.
On the 29th, the Jeju Provincial Police Agency disclosed Kang Seong-eun’s name, age and photograph. Kang was sent to prosecutors in custody on charges including violating the Act on the Aggravated Punishment, etc. of Specific Crimes, special trespass into a residence, special confinement, violating the Act on the Punishment of Stalking Crimes, and violating the Act on Special Cases Concerning the Punishment, etc. of Sexual Crimes. Police had decided to disclose Kang's information at the Personal Information Disclosure Review Committee on the 23rd, and released it that day after the statutory five-day waiting period had elapsed.
The review committee found that the seriousness of the harm and the brutality of the means used in the crime were established, and that there was sufficient evidence to prove the crime. It also concluded that disclosure of Kang's personal information was necessary in the public interest, including to prevent reoffending and crime.
Under the Serious Crime Suspect Information Disclosure Act, personal information may be disclosed when the means used in a crime are brutal, serious harm has occurred, and the suspect’s crime has been sufficiently proven.
Kang is suspected of stabbing his former partner, a woman in her 40s, multiple times with a weapon on a street in front of a hotel in Yeon-dong, Jeju City, at around 1:38 a.m. on the 12th, killing her and then fleeing. The victim was taken to hospital while conscious but eventually died.
Before the crime, Kang had been reported to police a total of four times for stalking, sexual violence and dating violence, but the victim said she did not want the cases formally registered or Kang punished, so Kang received only warnings.
Kang’s personal information will be posted on the Jeju Provincial Police Agency website until the 30th of next month.
