On the 29th, the Military Manpower Administration and the Overseas Koreans Agency announced a major expansion of their public services, enabling overseas Koreans living or staying abroad to conveniently get discharge certificates reissued through a nearby overseas mission.
An official from the Military Manpower Administration said, “This improvement is tailored to the needs of overseas Korean servicemembers who have struggled to obtain even minor certificates because of barriers to online identity verification,” adding, “We will continue to seek ways to improve military manpower administration so that those who have served the country can enjoy the recognition and convenience they deserve, wherever they are in the world.” An official from the Overseas Koreans Agency also added, “We will continue to expand tailored administrative benefits that overseas Koreans can experience firsthand through close coordination with relevant ministries.”
Although overseas missions have already offered a service for issuing military service record certificates that confirm whether a person has fulfilled their military service obligations, there was no integrated system for overseas missions to directly accept applications for and issue physical discharge certificates. As a result, discharged servicemembers who had lost or damaged their certificates had to contend with complex administrative procedures, such as appointing a representative in Korea and sending a power of attorney, even when they urgently needed proof of discharge abroad.
Given the strong demand for overseas issuance of the card-shaped Korean- and English-language discharge certificates introduced by the Military Manpower Administration to boost discharged servicemembers’ pride and make the certificates easier to carry, this measure is seen as tailored administration that addresses the practical difficulties faced by young overseas Koreans.
To this end, the Military Manpower Administration proactively put the necessary legal framework in place and established a new digital link with the Overseas Missions Consular Civil Services System (G4K), operated by the Overseas Koreans Agency. Under the revamped system, people staying abroad can immediately apply for a discharge certificate reissue at an overseas mission counter without separately appointing a representative. Applications will be formally issued after a prompt identity check by the regional Military Manpower Administration office responsible for the applicant in Korea. To maximize convenience for applicants, some overseas missions are also working to offer a service that, if requested, will mail discharge certificates to applicants’ home addresses, just like military service record certificates.
Defense observers and administrative experts called it an advanced example of resolving the difficulties faced by overseas Koreans in administrative blind spots through smooth data integration among government agencies.
