On the afternoon of the 28th, the city office of education and the city announced a joint declaration for “Busan: Growing Together, Opening the Future Together” at the City Hall video conference room, and agreed to establish a sustainable, integrated cooperation system linking education and regional development.
The joint declaration is intended to address rapid changes in the educational environment, including the advent of the artificial intelligence (AI) era and shifts in the regional population. It is significant because the two organizations have moved beyond their existing administrative and financial cooperation to develop a practical model for mutual benefit.
The joint declaration sets out six key action items to advance Busan’s future and create a safe educational environment.
First, the two organizations will join forces to nurture talent that can lead the AI era and shape the future of regional industries. They plan to expand administrative and financial support to strengthen AI education and promote vocational education linked to local industries.
They will also promote marine education, drawing on the strengths of Busan as a maritime capital. They plan to strengthen school education that reflects Busan’s marine environment and regional characteristics, and broaden opportunities for students and citizens to take part in marine experiences and education, laying the groundwork for education tailored to the region.
They will create a safe environment for students commuting to school, establish a comprehensive care system and improve the quality of school meals to support children’s healthy growth.
They will also support opening school sports facilities to the public to improve residents’ access to recreational sports, and strengthen cooperation to make effective use of closed schools and unused school sites.
At the Busan City Education Administration Council meeting in the second half of 2026, which will follow the adoption of the joint declaration, the city and the education office will discuss topics they have each proposed, including the effective use of property from closed schools and an event at the Busan Independence Movement Memorial Hall to engage future generations.
Building on the joint declaration, the two organizations plan to strengthen cooperation in a range of areas, including education and care, regional industries and the living environment, to enhance Busan’s future competitiveness and deliver tangible results for residents.
Busan Superintendent of Education Kim Seok-jun said, “This joint declaration will give Busan’s children the opportunity to pursue their dreams in a safer and better environment, and help Busan, the maritime capital, take a leap forward as a city leading the way in future education. I will devote all the education office’s capabilities to ensuring that the promises in the declaration lead to tangible results on the ground.”
Mayor Jeon Jae-su said, “Raising and educating children is now something the entire city must do together, beyond the home and school. Busan’s future ultimately begins with education, and today’s declaration is the starting point.”
