[Financial News] A video showing a woman walking through the middle of Gangnam-daero in Seoul in broad daylight, crying, before being carried away by three police officers is spreading online.
On the 26th, a 54-second video was spreading rapidly on online communities, Instagram and other platforms.
The video, believed to have been filmed on Gangnam-daero near Yeongdong Traditional Market, shows a woman identified as A, dressed in shorts and a black jacket, walking through the middle of the road in tears with a cellphone held to her ear. Motorcycles, city buses and cars passed by continuously, but A paid them no heed and continued moving through the traffic lanes.
When a police officer who had arrived at the scene with a patrol car tried to stop her, A shook the officer off. During the attempt to restrain her, A lay down on the road and resisted, twisting her body, but was eventually carried toward the sidewalk by three officers holding her arms and legs.
The video, which shows A’s face clearly without pixelation, is continuing to spread across various online communities and social media platforms.
Article 68(3) of the Road Traffic Act prohibits lying, sitting or standing on a road in a way that obstructs traffic, as well as staggering on a road while intoxicated. Violators may face a fine of up to 200,000 won, detention or a minor fine. In particular, if the conduct is deemed to have seriously obstructed traffic flow, the crime of general traffic obstruction under the Criminal Act may apply. If there was assault or a threat while the police were trying to restrain the person, the crime of obstruction of official duties may be established and punished.
People who saw the video had mixed reactions, including, “Was it because of heartbreak?”, “Being a police officer is an extreme job,” “It could have led to a major accident on the road,” and “You can’t help wondering what such a complicated and difficult situation she must have been in to act that way.”
