【Financial News, Chuncheon = Reporter Kim Gi-seop】A project to remove the structure covering Toegycheon and build a new bridge will leave only half the existing lanes in use for 18 months along an approximately 200-meter stretch of Kim Yujeong-ro near the intersection in front of Tojeong Chueotang.
According to Chuncheon City on the 26th, from November 2 through April 2028, this section will be reduced from a four-lane road with two lanes in each direction to a two-lane road with one lane in each direction. The measure is part of the Toegycheon Local River Improvement Project and will allow the city to remove the existing structure covering the stream where it meets Kim Yujeong-ro and build a new bridge and retaining walls.
The structure covering the stream in this section is not wide or high enough, limiting the smooth flow of water. The city plans to remove it and install a bridge and retaining walls in its place to increase the stream’s water-conveyance capacity and ensure it can withstand torrential rain.
The Toegycheon Local River Improvement Project will improve a 3.7-kilometer stretch from the confluence with Gongjicheon Stream to the area around Jeongjok-ri, Sindong-myeon. The project, with a total budget of 21.2 billion won, includes river improvements and new bridge construction, and is targeted for completion in December 2028.
The lane reduction is expected to cause unavoidable disruption for residents and drivers traveling along Kim Yujeong-ro. Traffic may especially slow or become congested during morning and evening rush hours, when many vehicles are on the road, so drivers are urged to exercise caution.
Before construction begins, the city plans to reduce congestion by strengthening on-site management, including installing traffic safety facilities and signs and regularly checking traffic flow in the construction area.
A city official said, "Removing the covered structure and building a new bridge are essential projects to protect residents’ safety from torrential rain." The official added, "With lanes set to be reduced for more than a year and a half, congestion during commutes is a concern. We ask drivers to follow signs and signals and drive slowly, and the city will also closely monitor traffic conditions."
