Hope Bridge Korea Disaster Relief Association said on the 21st that it had held a “Disaster Relief Professional Training Program” for about 30 county officials responsible for disaster relief at the Academy Hall of Jangseong County Office in Jeonnam-Gwangju Integrated Special City.
The training was designed to strengthen the response capabilities of local government officials who support disaster victims at disaster sites. It comprised seven hours in total: four hours of classroom instruction on relevant laws and the relief system, and three hours of practical training in field relief and first aid.
Key topics included the criteria for recognizing residents affected indirectly by power or water outages as eligible for relief, as well as the practicalities of operating temporary shelters. Through case studies, participants examined ways to protect disaster victims’ privacy and manage conflicts during the distribution of relief supplies.
Participants learned how to divide up shelter space by setting up and taking down temporary housing shelters themselves. They also received training in cardiopulmonary resuscitation (CPR), first aid for airway obstruction, and psychological first aid to help stabilize disaster victims in the immediate aftermath of a traumatic event.
The Enforcement Decree of the Disaster Relief Act stipulates that disaster relief plans must include the provision of temporary housing, the procurement and distribution of relief supplies, support for psychological recovery, and other measures.
“We will continue to provide practical training so local governments and private relief organizations can work closely together and respond quickly at disaster sites,” said Kim Hee-yoon, head of Hope Bridge’s Relief and Fundraising Bureau.
