[Financial News] Know-how gained on the front lines of real estate project financing (PF) guarantees is making its way into classrooms and research labs at a university in Busan. Housing and Urban Guarantee Corporation (HUG) and Dong-A University will jointly train specialists in housing, urban affairs, real estate, construction and PF, and strengthen research exchanges in PF and real estate development. The two institutions will also work together to offer courses and improve local young people’s competitiveness in the job market.
According to HUG on the 21st, HUG President Choi In-ho and Dong-A University President Lee Hae-woo signed an agreement that day focused on talent development and research collaboration. The agreement was pursued after the needs of HUG and Dong-A University aligned. HUG needed an education and research partner to help build its employees’ professional expertise, while Dong-A University was looking for ways to support students’ career paths by expanding its network of cooperation with local businesses.
The focus of the collaboration is PF. Drawing on HUG’s experience and expertise built up over many years of PF guarantee work, the two sides will prioritize research exchanges in PF and real estate development. They also plan to jointly develop high-quality education programs and support local talent in overcoming barriers to employment, establishing a cooperative framework for mutual growth.
The agreement comes as HUG’s role in the PF guarantee market is rapidly expanding. According to the “Comprehensive Financial Measures to Stabilize the Real Estate Market” announced by the Financial Services Commission on August 13, the volume of PF guarantees provided by HUG and the Korea Housing Finance Corporation will increase from 23 trillion won this year (up from the previous target of 16.9 trillion won) to 33 trillion won next year. The average annual supply for 2026–2028 will be 28.7 trillion won, about 2.2 times the average of 13.1 trillion won for the preceding three years (2023–2025). The PF guarantee ratio for residential projects will also be temporarily raised from 90–95% to 100% through the end of 2027. This is seen as making the expertise of personnel responsible for project viability assessments and post-guarantee management all the more important as guarantee volumes grow.
President Choi said, “This agreement will provide an opportunity to take the professional expertise and practical skills of the corporation’s employees to the next level, and will be a valuable opportunity for local young people to prepare for the future.” He added, “We will continue to promote research exchanges through sustained cooperation with Dong-A University and work to nurture outstanding talent who can grow alongside the local community.”
