【Financial News, Chuncheon = Kim Gi-seop】The head of Gangwon Techno Park received S grades in successive evaluations by Gangwon State and the Ministry of SMEs and Startups, while the Gangwon Tourism Foundation’s head earned an S grade and the foundation retained its top spot in the institutional evaluation for the fifth consecutive year.
According to Gangwon State on the 21st, the province held the fourth meeting of the Operating Review Committee for Invested and Contributed Institutions that day and deliberated on and finalized the results of this year’s management evaluations, based on the institutions’ performance last year. In the performance-contract evaluations of the heads of 15 of the 24 institutions under the province, five received S grades, three A grades, four B grades, one a C grade and two D grades.
Gangwon Techno Park stood out most. Its head received an S grade in the provincial evaluation for the second consecutive year, following last year. In the evaluation conducted this year by the Ministry of SMEs and Startups, the ministry responsible under the relevant individual laws, both the institution and its head received S grades, earning top marks in both provincial and central government evaluations.
The head of the Gangwon Tourism Foundation also received an S grade for the third consecutive year. The foundation itself earned an S grade in the institutional evaluation for the fifth consecutive year, giving it top marks in evaluations of both the institution and its head. In addition, the heads of the Gangwon Talent Institute and the Gangwon State Social Service Agency maintained their S grades for a second consecutive year, while the head of the Gangwon Credit Guarantee Foundation rose from an A to an S. The heads of three institutions, including the Gangwon Institute of Design Promotion, received A grades, while the heads of four, including the Scripps Korea Antibody Institute, received B grades.
In the institutional evaluations of 17 entities—excluding Gangwon Techno Park, the Social Service Agency and five local medical centers—three received S grades, four A grades, four B grades, two C grades and four D grades. The evaluations applied 23 indicators across six categories of management capacity and three indicators across two categories of management performance to four invested institutions and 13 contributed institutions.
In this evaluation, the Gangwon Talent Institute joined the Gangwon Tourism Foundation in receiving an S grade for the fifth consecutive year, while the Gangwon Credit Guarantee Foundation moved up one grade and returned to the top-rated tier after five years. The foundation received credit for addressing shortcomings identified last year and producing tangible results in key projects; it was the only institution to improve its grade from last year.
The A-grade institutions were the Gangwon Institute of Design Promotion, Gangwon Culture Foundation, Taebaek Gadeoksan Wind Power and Gangwon State Economic Promotion Agency. The B-grade institutions were the Gangwon Historical and Cultural Research Institute, Scripps Korea Antibody Institute, 2018 PyeongChang Memorial Foundation and Korea Women's Training Center.
Five institutions saw their grades fall. The Scripps Korea Antibody Institute and Korea Women's Training Center dropped from A to B; the Gangwon Innovation City Development Support Center and Korea Climate Change Research Institute fell from B to C; and the Gangwon Research Institute declined from C to D. Each dropped by one grade. The main reason for the declines was deductions resulting from audit dispositions. Gangwon Deep Water, Gangwon Jungdo Development Corporation and Gangwon Export remained at D for the second consecutive year.
The province plans to provide management-improvement consulting and job-capability training to underperforming institutions that received C or D grades, and to use the results as a basis for performance-bonus payments to agency heads and employees. It also plans to revise next year’s management-evaluation indicators to reflect the values of the ninth popularly elected provincial administration and promote responsible management and financial soundness at invested and contributed institutions.
