[Financial News] THE E&M’s Cheongna ‘SOM’ video and cultural complex project has cleared key administrative procedures, gaining momentum. Following the government’s approval of the development plan amendment, subsequent steps, including signing the project agreement and revising the implementation plan, are expected to move ahead more quickly.
According to the Ministry of Trade, Industry and Energy and related industry sources on the 21st, the ministry held the 149th Free Economic Zones Committee meeting on the 19th and deliberated on and approved an amendment to the development plan for investment-attraction Block 5-4 in Cheongna International City, part of the Incheon Free Economic Zone.
The amendment’s key provision is to adjust the land-use plan for an 188,282-square-meter site in Cheongna International City, designating areas for content industry facilities, office facilities, and other uses. With a planning framework now in place for the main SOM facilities, consultations with relevant agencies and subsequent administrative procedures are expected to take more concrete shape.
SOM is a mixed-use development project that combines workspace for content companies and cultural and experiential facilities, centered on advanced video production facilities. The plan is to create a K-content industry hub in Cheongna by linking industrial facilities where content is produced with spaces where the public can enjoy it.
THE E&M plans to flesh out the project plan following the approval and begin attracting domestic and international demand for content production. It will strengthen production support functions spanning planning, production, and post-production, while also drawing up detailed operating plans to better connect the video production facilities with the cultural and experiential facilities.
An industry source said, “For a video production hub, the scale of the facilities is important, as is an operational foundation that enables production companies to take up residence on an ongoing basis and carry out projects.” The source added, “SOM, too, could grow into a hub that fosters collaboration with nearby content companies if it secures production demand while establishing a professional operating system.”
As the project moves forward, a key challenge is expected to be clarifying the remaining procedures, including the project agreement and the revision of the implementation plan. Alongside construction of the production facilities, how effectively the project connects efforts to attract tenant companies with operating plans for each facility is seen as a measure of its ability to deliver.
A THE E&M representative said, “Approval of this development plan amendment is a turning point that can bring tangible progress to a project we have been preparing for a long time.” The representative added, “Given the delays, we will further strengthen our ability to execute based on a more concrete plan.”
The representative added, “We will work closely with relevant agencies, including the Incheon Free Economic Zone Authority and the Korea Land and Housing Corporation (LH), to prepare for the next steps without a hitch, and raise the project’s level of completion so that SOM can contribute to building a video industry ecosystem and revitalizing the local economy.”
