[Financial News] The Seoul Metropolitan Office of Education said on the 20th that it had received a refund of 3.86 billion won in disability employment levies this year. That was 1.76 billion won, or 84%, more than last year’s refund of about 2.1 billion won.
The refund came from two sources. The office received 3.59 billion won back thanks to contracts with standard workplaces for people with disabilities, and a further 270 million won after updating its records on public officials with disabilities and filing amended returns.
The disability employment levy is paid by institutions that fail to employ people with disabilities at the rate required by law. However, even if they do not hire people with disabilities directly, they can receive a reduction or refund on the levy, depending on the contract amount, by entrusting work to standard workplaces that employ people with disabilities. This is known as linked employment.
The Seoul Metropolitan Office of Education’s linked-employment contracts totaled 23 billion won this year, up 9.3 billion won, or 68%, from a year earlier.
The amended filings began with a comprehensive review of personal tax deduction documents submitted during year-end tax settlement. The office found eight public officials with disabilities who had been left off the existing list and, on that basis, refiled its levy returns for the most recent three years, 2023–2025.
Seoul Superintendent of Education Geun-sik Chung said, “Everyone in the Seoul education community worked together to achieve two goals at once: supporting the employment of people with disabilities and securing local education funding.”
The office has already added a new contract-method tab for “Contracting for Linked Employment of People with Disabilities” to School Marketplace (S2B) and improved its split-inspection function. When it builds the next-generation School Marketplace, it plans to establish a system for retrieving all related contract data at once.
