Seoul Metropolitan Government announced on the 20th that it would launch the “2026 Moa Housing Association Formation Public Support Program” for the first time this year to address difficulties residents face during the association formation process due to complex administrative procedures and a lack of specialized information.
Through this program, district governments, acting as public-support providers, will select specialist urban renewal project management firms and provide close support throughout every step needed to establish an association, including ascertaining the current status of land and property owners, drawing up an association formation plan, forming a residents’ consultative body, collecting consent forms for association formation, drafting association bylaws, and holding an inaugural general meeting. The program aims to reduce delays in the early stages of projects and build momentum.
Eligible areas are block-unit housing redevelopment or small-scale reconstruction project areas within Moa Town that are pursuing association formation, have at least 100 land and property owners, and are proceeding through an association-based model. Areas seeking public support may apply to the Moa Housing department at the relevant district office after obtaining consent from at least 50% of land and property owners. However, an area may apply even if the consent rate is below 50% if the district mayor deems support necessary.
Seoul Metropolitan Government will subsidize district governments’ consulting-service fees and personnel expenses for association formation support, up to 100 million won per zone, and plans to select and support around 20 zones in total this year. Applications will be accepted on a rolling basis from the 21st through the end of the year, with the final sites selected following preliminary reviews by district governments and deliberation by a selection committee.
Further information is available on the “Seoul Urban Renewal Information Portal” or the Seoul Metropolitan Government website.
Myeong No-jun, head of Seoul Metropolitan Government’s Housing Office, said, “Establishing an association is an important step in moving forward with Moa Housing projects in earnest. We will provide professional support so residents do not face difficulties because of complex procedures and a lack of information, reduce delays in the early stages of projects, and help ensure that improvements to low-rise residential areas proceed smoothly.”
