【The Financial News, Jeju = Jeong Yong-bok】 Jeju Province collected 3.673 billion won in local government revenue in the year since introducing its mobile tax notification service on KakaoTalk, according to figures. During the same period, it sent 690,000 payment notices for local taxes, fines and other charges.
According to Jeju Special Self-Governing Province on the 20th, the amount collected through the “One-Stop Mobile Electronic Notice System,” introduced last October, was 874 million won from October to December last year and 2.799 billion won from January to September this year.
Of this year’s total collections, 2.12 billion won came in during the third quarter, from July to September. That was at least three times as much as the 679 million won collected in the first half of the year. Jeju Province attributed the increase to sending mobile notices about unpaid taxes in July and September, when property taxes are due.
The mobile electronic notice service sends payment information for local taxes and non-tax revenue through KakaoTalk AlimTalk, without requiring taxpayers to apply separately. Non-tax revenue refers to income local governments collect apart from local taxes, including fines and usage fees.
The system uses Connecting Information (CI) to identify taxpayers. After receiving a notice through KakaoTalk, taxpayers can verify their identity, check the payment details and pay their taxes on the linked payment screen. Payment notices sent without a separate application are distinct from statutory electronic delivery, under which taxpayers apply to receive their bills electronically.
Jeju Province expanded the service, which had initially focused on notices about tax arrears, to include advance notices sent before payment deadlines. The number of notice types also increased from 16 to 48.
The notices include reminders about unpaid regular local taxes and fines for parking violations, as well as local tax payment reminders. The aim is to reduce tax arrears and additional burdens on taxpayers by notifying them of payment deadlines in advance. Jeju Province plans to add a notice about donating local tax refunds in the fourth quarter of this year.
Jeju Province is also working to reduce administrative costs associated with sending paper notices. It estimates that replacing 100,000 paper notices with mobile notices could save about 24 million won in printing and postage costs.
Yang Je-yun, head of Jeju Province’s Planning and Coordination Office, said, “The mobile electronic notice system makes things more convenient for taxpayers while helping secure stable local government revenue,” adding, “We will continue to expand our mobile local tax administration services.”
