According to the Ministry of Culture, Sports and Tourism on the 20th, the ministry and the Korean Confederation of Trade Unions (KCTU) held a meeting that morning at the National Museum of Modern and Contemporary Art to mark the launch of the consultative body.
Around 20 people attended the meeting, including Kim Young-soo, First Vice Minister of Culture, Sports and Tourism, and KCTU Vice Chair Lee Yang-su. Participants shared their views on the body’s operating direction and discussed tasks for improving working conditions in ways workers on the ground can feel.
The consultative body is an official channel for communication between the government and labor groups to improve conditions for instructors and coaches who provide arts and culture education and community sports services in schools and local communities. It will focus on discussing ways to improve school arts instructors’ conditions and working conditions; establish a reasonable compensation system for community sports coaches; and secure funding to support field personnel in arts and culture education and sports.
The government and labor groups formed the consultative body after the amended Trade Union and Labor Relations Adjustment Act took effect on March 10. The amended law provides that an entity may be recognized as an employer, to the extent of its authority, if it is in a position to exercise substantive and specific control over and determine working conditions, even if it is not a party to the employment contract.
The Ministry of Culture, Sports and Tourism plans to develop measures to improve working conditions in phases through the consultative body, reflecting views from the field.
Vice Minister Kim said, “The development of children’s artistic sensibilities and the public’s enjoyment of healthy everyday lives are thanks to the instructors and coaches who have quietly devoted themselves in the fields of education and sports. We will listen closely to voices from the field and continue to communicate and cooperate with labor groups so that we can make tangible improvements to workers’ conditions.”
