[The Financial News] It has emerged that about 100 households suffered flood damage from torrential rain at an apartment complex in Songdo International City, Incheon, where a balcony collapse occurred last August.
On the 19th, Newsis reported that the Emergency Response Committee of residents at Songdo LUX OCEAN SK VIEW had received reports of flooding from at least 100 households the previous day. Residents were reportedly affected by floors flooded with rainwater that overflowed through window frames in individual rooms, leaks through cracks in the cement, and water damage to solid wood flooring.
According to the committee, the flooding occurred simultaneously throughout the complex, rather than being limited to any particular building or line. It affected most units, from the lower floors to the upper floors, with the living room’s main window and the master bedroom’s balcony window identified as the main points of entry.
Residents said that rainwater poured in even with all their double windows closed. They have strongly raised suspicions of defective window design and construction throughout the complex, and the committee denounced the construction company’s response as appalling.
According to the account, the service center could not be reached by phone on the day it rained, and the head of customer service and a headquarters representative of SK ecoplant, the construction company, were nowhere to be seen at the site after replying to residents’ requests for communication only with, “We’ll go to work tomorrow and contact you.”
Committee chair Kim Il-yong said, “The leaks have remained unresolved into a second year despite repeated repairs, and temporary patch-up measures ultimately led to 100 households being flooded.” He added, “We must hold construction companies strictly accountable and put an end to their conduct and bad practices of lining their pockets through shoddy construction and trying to brush off defects after completion.”
This newly built apartment complex, constructed by SK ecoplant, has 1,114 households and began welcoming residents in March 2025. An accident also occurred on August 7, when balcony structures and exterior materials fell from one building. There were no casualties in that accident, and the Ministry of Land, Infrastructure and Transport and Incheon City agreed to form a joint accident investigation committee to determine the cause of the balcony collapse and develop measures to prevent a recurrence by November 20.
