On the 18th, heavy rain of more than 35 mm per hour poured down in Seoul, breaking the October record for the highest hourly rainfall for the first time in 56 years. Baengnyeong Island also recorded its highest hourly October rainfall since observations began. With rain falling across most of the country that day, heavy rain of up to 30 mm per hour is expected overnight, mainly in southern regions.
According to the Korean Meteorological Administration, Seoul’s highest one-hour rainfall that day was 35.1 mm, surpassing the previous October record of 25.3 mm, set on October 25, 1970. This was the highest hourly rainfall for October since weather observations began in Seoul in 1907. It was 9.8 mm, or about 39%, more than the previous record.
Baengnyeong Island also received 35.5 mm of rain in an hour, surpassing the 23.0 mm recorded on October 22, 2012. This is the highest hourly rainfall for October since observations began there in 2000.
As of 6 p.m. that day, rain was falling across most of the country under the influence of a trough moving eastward over the Yellow Sea. Some areas in southern inland Gangwon and the Jeolla region were receiving 20–30 mm per hour, while parts of the central regions, the Gyeongsang region and Jeju Island were seeing 5–20 mm per hour.
From midnight to 6 p.m. that day, cumulative rainfall measured 75.5 mm in Gangbuk, Seoul; 66.5 mm in Cheongpyeong, Gapyeong, Gyeonggi Province; and 62.0 mm in Changhyeon, Namyangju. Rainfall totals were 68.5 mm at Ahopsarijae in Hongcheon, Gangwon Province; 57.0 mm in Yanghwa, Buyeo, South Chungcheong Province; and 64.5 mm in Bigeum, Sinan, South Jeolla Province.
Rain is expected to focus on southern regions starting tonight. Heavy rain of 20–30 mm per hour is forecast in inland and mountainous areas of Gangwon and in North Chungcheong Province until 9 p.m., and in North Jeolla Province until midnight. Areas of Gwangju and South Jeolla, and Busan, Ulsan and South Gyeongsang Province, are expected to receive rain of the same intensity until 3 a.m. on the 19th; Jeju Island is forecast to see similar rainfall from the early hours through the morning of the 19th.
Rain is expected to continue in the central regions through the night of the 18th and in the southern regions through the morning of the 19th. Rain is forecast on Jeju Island through the daytime on the 19th.
The Korean Meteorological Administration said some areas receiving rain could see thunder and lightning along with gusty winds. Fallen leaves could block rainwater inlets and drains, preventing water from draining properly and causing flooding in low-lying areas. People should also be prepared for possible backflow from sewers and storm drains.
The Korean Meteorological Administration urged people to avoid riverside walkways and underpasses, and to take particular care to prevent accidents in areas at risk of flooding.
