[Financial News] President Lee Jae-myung on the 16th appointed Park Dong-il, currently director general for industrial policy at the Ministry of Trade, Industry and Energy, as the ministry’s vice minister, and Shin Jin-chang, currently secretary general of the Financial Services Commission, as the commission’s vice chairman. The appointments are seen as an effort to boost the government’s ability to advance policies on key economic issues by putting officials with hands-on experience in industrial and financial policy in leading positions.
Kang Yoo-jung, senior spokesperson for Cheong Wa Dae, announced the appointments in a written briefing that day.
Park, the newly appointed vice minister, is regarded as an industrial policy expert who has gained broad experience in planning and coordinating industrial policy and fostering key manufacturing sectors while serving in major positions at the Ministry of Trade, Industry and Energy, including as director general for manufacturing industry policy.
Born in 1970 in Jeonju, North Jeolla Province, he graduated from Sangsan High School and Seoul National University’s Department of Economics, and earned a master’s degree in economics from the University of Oregon in the United States. He entered public service after passing the 40th Higher Civil Service Examination and served as liaison officer for materials, parts and equipment cooperation at the Ministry of Trade, Industry and Energy, director general for nuclear industry policy, and director general for manufacturing industry policy, among other posts.
In particular, he recently led a public-private task force supporting the implementation of large-scale investment plans in the Chungcheong region. He is credited with demonstrating an understanding of industrial operations and the ability to coordinate public-private cooperation.
Cheong Wa Dae expects Park to move swiftly to secure an overwhelming competitive edge in future strategic industries, innovate manufacturing and shift the industrial structure toward a region-centered model. It said he is the right person to deliver industrial policy results that people can feel, including by creating quality jobs.

Like Park, he passed the 40th Higher Civil Service Examination. After serving as director general for structural improvement policy, director general for the financial industry and director general for financial policy at the Financial Services Commission, he went on to serve as its secretary general.
Cheong Wa Dae said Shin had dealt with a broad range of key issues while responding to financial market uncertainty following the war in the Middle East, including stabilizing funding markets, providing financial support to ordinary people and small business owners, and shaping real estate finance policy. He is particularly regarded as having both strong policy execution skills and a keen understanding of conditions on the ground.
Kang, the senior spokesperson, said of Shin, “Shin is the right person to lead warm, inclusive finance that helps people and to complete the transition to productive finance that revives the economy.”
