[Financial News] The Democratic Party of Korea (DPK) continued its offensive, repeatedly raising allegations of false credentials concerning the child of independent lawmaker Han Dong-hoon. Calls also mounted for the police and the Serious Crimes Investigation Agency (SCIA) to investigate Han.
DPK lawmaker Kang Deuk-gu held a press conference at the National Assembly Communication Center on the 15th and alleged, “Volunteer records from a service site whose registration was revoked for entering false activity records were included in the materials documenting the merits for an award [received by Han’s daughter].”
Kang said, “Han’s daughter received the Incheon Metropolitan Council Speaker’s Award in the individual category at the 25th Incheon Youth Volunteer Awards in November 2021.” He added, “The volunteer activity certificate submitted at the time lists a total of 345 activities and 451 hours of volunteer work from October 2020 through September 2021.”
He continued, “Of these, 69 activities, totaling 54.5 hours, were registered at a local children’s center in Anyang.” He said, “That is the very center whose registration as a volunteer service site was revoked on June 30, 2022, for inadequate volunteer management and entering false activity records, after controversy arose over Han’s daughter’s volunteer work.”
Kang stressed, “The revocation of a site’s registration alone does not prove that all the volunteer records in question were false.” However, he added, “If records from an organization deregistered for entering false activity records were included in materials supporting an award, it must be made clear which records were substantiated as actual activities and which could not be verified. That is simply common sense.”
He also said, “Han’s side said the activities were not used in college admissions, but now that it has been confirmed they were included in the materials supporting the award, this cannot simply be brushed aside.” He added, “We must determine separately whether the volunteer records themselves were used in admissions, or whether the award received in recognition of those records was used in admissions, and verify both.”
Kang also pointed out that organizations gave conflicting explanations about the volunteer work Han’s daughter carried out at the same local children’s center. He raised concerns that records of volunteer work listed under the jurisdiction of the Gangnam-gu Volunteer Center in Seoul were registered at facilities in Jeonnam-Gwangju Integrated Special City and Cheongju, North Chungcheong Province, and that she applied for and received the Incheon Metropolitan Council Speaker’s Award despite not meeting its eligibility requirements.
Kang called on the police to immediately reinvestigate the allegations. He said, “In its previous investigation, the police included the 451 hours in the scope of its inquiry but did not properly verify them.” He added, “Now there is evidence. It has been confirmed that records from an organization whose registration as a volunteer service site was revoked for entering false activity records were included in the 451 hours, so the police must investigate again.”
He also called on the Ministry of the Interior and Safety to review all 451 hours of Han’s daughter’s volunteer activity records, and on Incheon Metropolitan City to reexamine whether the award selection process at the time was appropriate.
DPK lawmaker Kim Moon-soo also held a press conference at the National Assembly Communication Center that day with Kim Hanme, head of Citizens’ Action for Establishing Judicial Justice, and announced that they would file a complaint against Han and others with the SCIA.
They said that despite media reports about alleged false-credential corruption involving the child of former Justice Minister Han and complaints filed by civic groups, no proper investigation into the matter had ever been conducted. They said they would file a complaint alleging, among other offenses, third-party bribery under the Criminal Act, instigating the destruction of evidence, obstruction of business through deception, and violations of the Copyright Act.
Kim Hanme said, “A complaint had already been filed in the case in 2022, when Han was a nominee for justice minister, but the police did nothing for a year and eight months after the complaint was filed.” He alleged, “This was an investigation not to prove the criminal allegations, but to give him a clean bill of health.”
