[Financial News] The acquisition and provision of AI training data built and generated through government projects are expected to expand. The integrated provision of information on where public and private data are located will also be strengthened.
The Ministry of Science and ICT said amendments to the Framework Act on the Development of Artificial Intelligence and the Establishment of a Foundation for Trust and the Framework Act on the Promotion of the Data Industry and Facilitation of Data Use—aimed at linking national data and promoting AI training and use—passed a Cabinet meeting on the 13th.
The amendments are intended to expand the acquisition and provision of AI training data built and generated through government projects and other means, and to establish an institutional foundation for providing integrated information on where public and private data are located so people can more easily find and use the data they need.
The main purpose of the AI Basic Act is to secure and provide AI training data built and generated through government projects and other means. The amendments require AI training data built and generated in the course of carrying out government projects and other work to be linked to and provided through AI Hub, so that anyone can use it easily. This establishes an institutional basis for creating a systematic, national-level framework for managing and using AI training data.
However, the data may be withheld from linkage or provision if project operators or others determine that grounds specified by Presidential Decree apply, such as the need to protect trade secrets, personal-information or copyright infringement, or national security concerns.
The amendments also provide that the Minister of Science and ICT and the heads of relevant central administrative agencies may offer the administrative, financial and technical support needed to link and provide data, and require them to take necessary measures to ensure the stable quality management of AI training data that is linked and provided.
The amendment to the Data Industry Act allows the Minister of Science and ICT to request public institutions, private corporations and others to cooperate in linking data-location information and other matters needed to establish and operate a “one-window” system. It requires public institutions to comply unless there is a special reason not to.
The amendments establish a basis for the Minister of Science and ICT to provide technical and financial support needed to link data-location information, enabling broader “one-window” integration of public and private data platforms.
The amendments to the AI Basic Act and Data Industry Act are scheduled to take effect next April, six months after promulgation. The Ministry of Science and ICT plans to promptly revise subordinate regulations under the amended laws and establish a framework for the systematic management and use of national AI data.
