■ “Rapid Integrated Planning” to be introduced in Moa Town
According to Seoul Metropolitan Government on the 12th, “Moa Integrated Planning” is a public-private partnership planning initiative in which the public sector and residents jointly draw up management plans while pursuing the establishment of residents’ associations at the same time. It adapts “Rapid Integrated Planning,” used in redevelopment projects, to the characteristics of Moa Housing and Moa Town.
To this end, the city has established three key strategies: dramatically shortening the project timeline, improving the quality of architectural plans, and strengthening support.
The city aims to introduce its key redevelopment program, “Rapid Integrated Planning,” in a form suited to Moa Town and cut the time from candidate-site selection to construction start by 1.5 years, from about six years to about 4.5 years.
Unlike the previous approach, in which either district governments or residents drew up management plans on their own, a resident participation group will take part going forward, and Seoul Metropolitan Government and district governments will share responsibilities and draw up plans jointly. Preparations to establish a residents’ association can also begin at the same time as candidate-site selection.
Moa Integrated Planning will also improve the quality of project plans. At the management-plan stage, Seoul Metropolitan Government will draw up “Moa Housing Architectural Guidelines” that take into account both public interest and project feasibility, setting out directions for building layouts, heights, forms and other aspects. In addition, SH will support the feasibility analysis needed to collect consent forms for establishing residents’ associations, as well as estimates of the contributions required from each landowner and other property owner.
■ Applications for candidate sites open in November
Candidate sites for Moa Integrated Planning, for which the city will begin accepting applications in November, must have a total area of at least 20,000 square meters and less than 100,000 square meters. At least 50% of buildings must be aging across the area as a whole and in each planned project area.
Areas that have applied or are pursuing projects under other approaches, such as redevelopment zones or planned redevelopment zones, urban renewal promotion districts, urban development zones, Rapid Integrated Planning, or redevelopment, will be excluded. Applications will also be barred from areas where at least 25% of landowners and other property owners, or owners representing at least one-third of the land area, oppose the project, as well as areas where an influx of speculative investors or the splitting of ownership shares in privately owned roads has been confirmed. Applications require the consent of at least 60% of landowners and other property owners and owners representing at least half of the land area in each planned project area.
Candidate sites will be selected following review by a committee that includes outside experts in urban planning, architecture, and transportation. For selected candidate sites, the city will cover 50% of the cost of preparing a management plan for the district.
The city plans to select 100 candidate sites by 2030, laying the groundwork for an additional 80,000 Moa Housing units.
Meanwhile, the city will operate the resident-proposal system only through this year and plans to consolidate it under Moa Integrated Planning starting in 2027. Areas that have been preparing resident proposals can use the existing system if they secure the required level of consent by December 31 this year and apply to their district government.
