【The Financial News, Jeonnam-Gwangju = Hwang Tae-jong, reporter】 Min Hyung-bae, mayor of the Jeonnam-Gwangju Integrated Special City (Gwangju Special City), presented appointment letters to Baek Seung-ju, vice mayor for balanced development, and Yoon Nan-sil, vice mayor for civic sovereignty, on the 8th.
This followed the completion of the city council's confirmation hearings for the candidates for politically appointed local vice mayor posts.
Min Hyung-bae, mayor of Gwangju Special City, said, "The two vice mayors were appointed after being vetted through citizen nominations and confirmation hearings under the nation's first citizen nomination system for vice mayors, which gives their appointments great significance and responsibility." He added, "I expect them to draw on their expertise and experience to ensure the stable operation of the integrated special city and deliver results that citizens can feel."
According to Gwangju Special City, Baek Seung-ju, vice mayor for balanced development, is from Jangseong County and served as a distinguished professor at Sunchon National University. Baek entered public service after passing the 34th Higher Civil Service Examination in 1990 and held key posts in the central government, including director general of the Planning and Coordination Office and director general of the Fiscal Innovation Bureau at the Ministry of Economy and Finance. Baek is regarded as having experience in advancing regional development and balanced development policies, drawing on strengths in policy planning and administrative coordination.
Baek will oversee areas including balanced development, the budget, local autonomy and decentralization, organization, tourism, construction, the energy industry, agriculture, livestock and food, and marine affairs and fisheries, and will lead balanced growth in the integrated special city.
Yoon Nan-sil, vice mayor for civic sovereignty, is from Gangjin and served as a member of the 4th Gwangju Metropolitan City Council. Yoon also served as secretary for institutional reform at the Presidential Office and as chair of the Expert Committee on Innovation and Autonomy at the Presidential Committee for Local Era, among other posts. Yoon's experience in coordinating diverse interests and leading public deliberation and social consensus through communication with citizens is considered a strength.
Yoon will oversee areas closely tied to citizens' lives, including civic sovereignty, youth, education, health and welfare, and women and families. The role includes strengthening participatory administration that reflects citizens' voices in city governance and developing policies that citizens can experience firsthand.
Meanwhile, Vice Mayors Baek Seung-ju and Yoon Nan-sil began work by attending an integrated situation review meeting that morning as their first official engagement. In the afternoon, they attended a work-sharing session to prepare for answering questions on city administration at the city council, and reviewed key municipal issues and matters under their respective portfolios.
