JCS vows firm physical and non-physical response to ‘DMZ mine provocation’ ... Sets in motion independent development of ‘AI command-and-control system’ within the year

[Financial News] The Joint Chiefs of Staff (JCS) has classified North Korea’s recent mine-laying and explosion incident in the Demilitarized Zone (DMZ) as a clear violation of the Korean Armistice Agreement and decided to take firm corresponding measures using every available physical and non-physical means. It will pursue measures including the development, within the year, of an independently developed, AI-based information fusion and command-and-control system (C4I) to meet key prerequisites for the transfer of Wartime Operational Control (OPCON), while also working to establish an overwhelming posture for retaliation against North Korea.
According to a work report submitted by the JCS to the National Assembly’s National Defense Committee for its audit on the 8th, the military authorities have set the completion of comprehensive military readiness and the strengthening of advanced military capabilities to realize responsible national defense as their top priorities for this year. They will also overhaul the system for supporting the exercise of military command authority and for operational command and supervision.■ Strong response to North Korea’s ‘fortification of the southern border’ and seizure of the operational initiative in the DMZThe JCS has significantly strengthened frontline surveillance and response readiness as North Korea accelerates work to fortify its southern border line, now in its third year since the declaration of ‘hostile relations between two states.’ The North Korean military has completed most of the work to create barren areas and is converting some sections into tactical roads, while carrying out obstacle construction across the area, including erecting fences and laying mines along those cleared areas. The military authorities officially estimate that the project, which is accelerating under Kim Jong Un’s direction, will be completed by the second half of 2028.
In response, the JCS decided to concentrate South Korea–U.S. combined air assets, including ISR (intelligence, surveillance and reconnaissance) assets, on the front lines alongside efforts to expand ground surveillance coverage. In particular, if the enemy crosses the Military Demarcation Line (MDL), the military will maintain a firm, principles-based on-site response in accordance with operational procedures. The JCS also reported that it would accelerate the transition to an AI- and advanced-technology-based Guard Post (GOP) defense operations system, in conjunction with the second defense reform, to fully establish a ‘surveillance-detection-decision-strike’ system with depth.■ 25th Division mine explosion classified as a ‘violation of the Korean Armistice Agreement’; corresponding measures against North KoreaThe military authorities’ final assessment and planned measures regarding the mine explosion in the DMZ, within the area of responsibility of the Army’s 25th Division, a key frontline issue, have also been specified. The JCS consolidated the findings of three joint on-site investigations by a task force led by the JCS vice chairman and the United Nations Command Military Armistice Commission into the mine explosion during the construction of a patrol route in the DMZ on the 21st of last month. Considering the National Forensic Service’s analysis of the mine’s composition, the blast crater, the extent of injuries to service members and the identified mine fragments, the incident was conclusively confirmed to be a deliberate provocation involving North Korean military resin anti-personnel mines.
Accordingly, the JCS and the United Nations Command Military Armistice Commission officially announced that the incident was a clear violation of the Korean Armistice Agreement by North Korea. The JCS said it was taking firm measures, including both physical and non-physical means, as a short-term response to the injuries suffered by South Korean service members. It will also comprehensively overhaul the DMZ operational system to strongly deter further provocations and, as a medium-term task, strengthen capabilities to fully secure the operational initiative in the DMZ by introducing a real-time system for visualizing the situation on the ground.■ Fast-tracking independent development of an ‘AI command-and-control system’ and fulfillment of OPCON transfer conditionsThe long-sought transfer of Wartime Operational Control (OPCON) for South Korea’s military will also be accelerated in line with the Conditions-based OPCON Transition Plan (COTP). To speed up fulfillment of the key prerequisite of ‘securing the core military capabilities needed for South Korea-led combined defense,’ the JCS decided to fast-track, through independent development, requirements determinations for an ‘AI-based information fusion and command-and-control system’ and an ‘AI-based urgent-target processing system’ within the year.
On this basis, the JCS plans to complete the final verification of the Future Combined Forces Command’s Full Operational Capability (FOC) at the ROK-US Security Consultative Meeting (SCM), scheduled for November this year, and begin consultations on recommending a specific OPCON transfer year to the presidents of the two countries. As part of efforts to build a strong combined defense posture, it also plans to finalize the establishment of the Combined Special Operations Component Command as a permanent body within the year, and make the Combined Military Intelligence Support Operations Component Command permanent by 2027. The strategy is to complete the roadmap for establishing all six combined component commands as permanent bodies and bring the completeness of the South Korea-led combined defense system to its highest level.■ Advancing the ‘Korean three-axis system’ in response to North Korea-Russia military cooperation and strengthening U.S. extended deterrenceThe report also includes a broad range of force-building projects to address evolving security threats from neighboring countries, including closer military ties between North Korea and Russia and a policy of parallel development of nuclear and conventional forces. In response to North Korea’s growing nuclear and missile threats, the JCS has established an evolving operational system for the ‘Korean three-axis system.’ Under the Kill Chain component, it will press ahead with the early deployment of various strike systems, including KF-21 fighter jets and nuclear-powered submarines, a key national strategic asset. It will also strengthen the Korean Air and Missile Defense (KAMD) system’s ability to counter simultaneous and mixed attacks and shorten the time needed to determine new requirements for Korea Massive Punishment and Retaliation (KMPR) forces.
To secure independent surveillance and reconnaissance capabilities using space, the military completed the deployment of its fifth military reconnaissance satellite in April and approved the construction of a low-Earth-orbit satellite communications network in July, among other infrastructure improvements. Externally, it will deepen high-level consultations on extended deterrence policy and the development of nuclear-conventional integration (CNI), centered on the Nuclear Consultative Group (NCG) between South Korea and the United States. It will also activate the South Korea-U.S.-Japan Chiefs of Defense meeting (Tri-CHOD) and the Indo-Pacific chiefs of defense (CHOD) network to shape a favorable strategic environment.■ Accelerating command-structure reform: Establishing a ‘Space Command’ and developing the Marine Corps under a ‘quasi-four-service system’The JCS’s sweeping plans to reorganize its structure and force composition, centered on expanding military capabilities based on advanced science and technology, were also officially reported. Alongside organizational reforms to ensure the rapid acquisition of advanced capabilities, including the creation of a Department of Multi-Domain Operations, the JCS decided to pursue the establishment of a ‘Space Command’ in the future in conjunction with the comprehensive development plan for military space capabilities, and to establish a JCS-centered command system for space operations.
The military will also implement force-structure reforms that can be put to immediate use despite the decline in available military manpower caused by the demographic cliff. In particular, to build leading capabilities in unmanned forces, it will first introduce the K-LUCAS long-range suicide drone and then expand its operating units in stages. It will also secure large numbers of small drones as part of the ‘training of 500,000 drone warriors’ initiative. The report further set out plans to develop an independent command structure for the Marine Corps, including transferring operational control of the 1st and 2nd Marine Divisions and establishing a ‘Marine Corps Operations Command’ in conjunction with the shift to a ‘quasi-four-service system.’■ Follow-up measures from last year’s audit reported: Restoration of the ‘December 3 Martial Law’ working manual completedFinally, the results of intensive follow-up measures addressing issues raised in last year’s parliamentary audit were officially reported in an accompanying document. The military authorities said that, through the ‘fact-finding investigation into the December 3 Martial Law’ and the work of the ‘Constitutional Respect and Government Innovation Task Force,’ they conducted intensive investigations over approximately six months involving 24 units and around 860 generals and other officers. As a result, 114 people were referred for investigation and disciplinary proceedings are underway against 48. The authorities also announced that the Commander of Drone Operations, who had carried out drone operations related to martial law by bypassing the normal military command chain, was summarily dismissed last February.
In particular, the distortion of the martial law working manual, which had been cited as an institutional failing, has been fully corrected. The JCS said it identified a flaw in the 2023 revision of the manual: the roles of the prime minister and the Joint Chiefs of Staff during martial law had been curtailed, and a provision requiring ‘notification’ to the National Assembly had been downgraded to ‘notice.’ It officially reported that the ‘2026 Revised Martial Law Working Manual,’ published in September this year, specifies the proper roles of the prime minister and the JCS chairman upon the declaration of martial law and restores the wording to ‘notification.’
