“What remains to be done to institutionalize virtual assets?” ... DAXA publishes policy compendium

[Financial News] Digital Asset eXchange Alliance (DAXA) has published a policy compendium assessing key challenges in institutionalizing virtual assets, including a basic law for virtual assets, market surveillance and payments.
According to the virtual asset industry on the 7th, DAXA has published its “2026 Second-Half Digital Asset Policy Compendium.” This is the second edition this year, following the one released in the first half, and the third since the first edition was published last year.
The compendium covers △the need for and significance of institutionalizing virtual assets △a roadmap for institutionalization and standardization of supervisory data △directions for establishing a user protection framework △measures to develop a Korean-style market surveillance model △measures to establish a governance system.
It also addresses △regulatory approaches to payment and settlement services for virtual assets △money-laundering risks arising from allowing foreign investment and measures to control them △the relocation of South Korea’s virtual asset industry overseas and policy directions for the Act on the Protection of Virtual Asset Users △measures to prevent money laundering involving stablecoins.
Nine advisory committee members, including experts from financial research institutes, academia and the legal profession, took part in the research, which was reviewed by Professor Ahn Soo-hyun of the Law School at Hankuk University of Foreign Studies.
Oh Se-jin, DAXA chair and CEO of Digital X, said, “Drawing on the experience accumulated since the Act on the Protection of Virtual Asset Users took effect, figuring out how to establish a basic legal framework covering the industry has become the most important task.” He added, “I hope this compendium will serve as a practical reference in the development of virtual asset policy and the design of related systems.”
DAXA first published a policy compendium last year. In the first half of this year, it released its second edition, focusing on global virtual asset finance issues such as stablecoins and real-world asset tokens (RWA).
