【Financial News Jeonju = Reporter Kang In】 Jeonbuk State has unveiled a provincial administration plan centered on "tangible growth," focused on increasing residents' incomes and creating jobs to mark 100 days since the launch of its ninth popularly elected administration.
At a press conference held at the Jeonbuk State Government on the 6th to mark the 100-day milestone, Governor Lee Won-taek said, "The past 100 days were a period of laying the foundation to fulfill our promises to residents." He added, "Now, building on the foundation we have established, we will deliver tangible results in attracting investment, helping businesses grow, expanding jobs for young people, and raising residents' incomes."
Over the past 100 days, Jeonbuk State has pursued transparent, resident-sovereignty-based administration by opening the state government offices and plaza, livestreaming executive meetings, and operating an open governor's office. Going forward, it plans to integrate artificial intelligence (AI) technology across provincial administration and pursue a major transformation in administration, education, and industry.
The tangible-growth strategy to revitalize the regional economy has also taken shape. Jeonbuk State will divide its business growth support program into six stages, up from four, providing integrated support from R&D to market access and investment. It also plans to foster 100 leading regional companies that achieve annual sales of at least 100 billion won during the governor's term.
The funding support system will also be significantly strengthened. Starting with a 180 billion won regional growth sub-fund, Jeonbuk State will prepare a tangible-growth fund totaling 5 trillion won in stages. Of this amount, 1 trillion won will be considered for a fund specializing in physical AI and robotics. The state will also pursue policies to ease the financial burden on small business owners, build a "digital highway," and develop Jeonbuk-style local franchises.
National projects to foster future industries will also be carried out without disruption. To support Hyundai Motor's investment in Saemangeum, Jeonbuk State will accelerate infrastructure development and legislative support, including the third revision of the Jeonbuk Special Act, while pushing to create the "Saemangeum Robotics and Hydrogen Mega Special Zone."
It will also apply demonstration outcomes to manufacturing sites in Jeonbuk through a 736.8 billion won national project on physical AI and robotics over five years. From 2027 to 2031, it plans to invest 64.2 billion won in the Saemangeum, Iksan, and Wanju-gun areas to create a specialized industrial complex for semiconductor materials, parts, and equipment, linked to 830 billion won in private investment.
The enactment of a special law to foster the hemp industry is also being pursued, centered on Jeonbuk's three growth engines reflected in the government's locally led growth strategy: the green hydrogen platform, the advanced robotics foundry, and agri-bio.
The government's proposal for next year's national budget includes 10.2349 trillion won for Jeonbuk, the largest amount ever. Jeonbuk State says it will secure additional funding for new future-growth projects during National Assembly deliberations.
Major long-standing regional issues have also made progress. After the government selected Namwon City as the final location for a national medical school, Jeonbuk State plans to develop it into a hub hospital for the southeastern region by converting Namwon Medical Center into a Namwon Hospital of the National Medical Center and expanding its bed capacity.
In addition, Jeonbuk State will devote all-out efforts to resolving key tasks, including responding to the second relocation of public institutions, securing designation as a financial hub, bidding to host the 2036 Jeonju Summer Olympics, and expediting construction of Saemangeum International Airport and SOC projects, including the north-south third-axis road.
