【Financial News, Gumi—Kim Jang-wook, Reporter】Yoon Seon-mok, head of Gumi City's One-Stop Civil Affairs Team, is drawing attention as an exemplary case of administrative innovation.
According to the city, Yoon is the 'veteran team leader' of the One-Stop Civil Affairs Team operated by the Civil Service Division. He has extensive field experience and expertise in administration, civil engineering, architecture and welfare. In particular, the team serves as a leading model of proactive administration by breaking down barriers between departments and handling citizens' complex civil complaints on a one-stop basis.
Yoon was selected as an outstanding public official for proactive administration in the first half of 2026. He also received a Presidential Commendation and was promoted to a Grade 5 administrative officer in recognition of his efforts to propose proactive alternatives that went beyond the limits of legal interpretation and enhance public trust through communication tailored to citizens' needs. The achievements are viewed as a result of the city's ongoing administrative innovation efforts.
Gumi Mayor Kim Jang-ho emphasized, "This award is not only a personal honor but also the result of the efforts of all city officials who have pursued citizen-centered administration through collaboration and communication among departments," adding, "We will continue to do our utmost to provide customized civil complaint resolution services that citizens can experience firsthand."
In July 2024, Gumi City established North Gyeongsang Province's first One-Stop Civil Affairs Team. To date, the team has resolved more than 200 complex civil complaints and delivered tangible results in the field.
Complex and challenging civil complaints that previously required citizens to visit multiple departments are now led directly by veteran team leaders. By coordinating differing views among departments and promptly proposing solutions, the team has been credited with significantly increasing citizens' satisfaction with administrative services.
The team has addressed a wide range of everyday inconveniences, including sewage backflow in studio apartments, changes to the land category of school sites, the installation of bicycle racks at commercial buildings and connections to emergency support for households facing a housing crisis. Its work has drawn considerable attention as a model for administrative innovation that other local governments can benchmark.
Yoon Seon-mok, a veteran team leader in civil engineering, has achieved major results through outstanding field administration. In August last year, he personally searched for an alternative site for a local company whose factory expansion was being hampered by difficulties securing a parking lot site, and worked closely with the relevant departments. After consultations, he resolved the complicated permitting issues, helping attract 23.9 billion won in investment and create 56 jobs.
