President Lee said, "On October 2, 2007, President Roh Moo-hyun set out for North Korea by land," adding, "The words he left at the final gateway to the North—'The road to consolidating peace, the road to prosperity'—most clearly reveal the significance of the 2007 North–South Summit Declaration." As President Lee called for carrying on Roh's commitment to peace, his remarks appeared to signal a willingness to visit North Korea in the future.
President Lee assessed that while the June 15th North–South Joint Declaration opened a new era of peace, the 2007 North–South Summit Declaration was a pledge between the leaders of the two Koreas to firmly consolidate peace. He said it was a historic agreement to transform inter-Korean relations into a relationship based on mutual respect and trust, end military hostility, and work together to build a permanent peace regime beyond the armistice system.
However, President Lee said, "Sadly, the promises of peace and prosperity were not kept, and hostility and confrontation filled the void," adding, "Hostility and confrontation cause material and human losses and become obstacles to the economy. They have even been exploited as a pretext to threaten democracy."
He also said, "We must return to the spirit of the 2007 North–South Summit Declaration," warning, "Reciprocity would bring nothing but the repetition of recurring crises and a confrontational framework."
He further said, "Recalling President Roh Moo-hyun's words," adding, "We must break the vicious cycle of hostility and confrontation to create a virtuous cycle of peace and prosperity."
President Lee also emphasized that he had recently presented three visions before the public and the international community at the United Nations General Assembly: stable peaceful coexistence without the need to fight, peaceful coexistence that contributes to world peace, and responsible peaceful coexistence.
President Lee said, "The journey toward resolving the Korean Peninsula issue and consolidating peace will never be easy. Still, it is clear that this is the path we must take." He also urged, "Please all work together so that, by carrying on President Roh Moo-hyun's conviction and commitment to peace and prosperity on the Korean Peninsula, permanent peace can take root on this land."
