Ukraine's Zelenskyy: "We Obtained a Document Authorizing Russia to Attack Civilian Targets"

[Financial News] Ukrainian President Volodymyr Zelenskyy claimed that he had obtained a military doctrine document apparently authorizing Russian forces to attack civilian targets.
 According to foreign media reports on the 3rd, President Zelenskyy said in an interview with a media outlet that Ukrainian intelligence authorities had obtained documents related to a military doctrine under which Russian President Vladimir Putin would authorize attacks on a wide range of civilian targets ahead of winter. 
 President Zelenskyy said, "It's about pressuring people to leave the capital and other cities."
 Russia has recently intensified drone strikes on Ukraine's capital, Kyiv. As a result, on the 2nd, half of the six bridges crossing the Dnipro River in Kyiv were closed following Russian airstrikes. However, Russia maintains that it has never deliberately targeted civilians. President Zelenskyy also said Ukraine would not indiscriminately attack civilian infrastructure. 
 Meanwhile, Ukraine recaptured about 140 square kilometers in the eastern Donbas region after the success of a counteroffensive that Zelenskyy code-named "Vivaldi." Ukraine is currently resisting Russia's demand to "give up the entire Donbas," responding, "There can be no compromise on matters of sovereignty."
