Jeju to Select Five Executives to Lead Its First Local Public Corporation; Chairperson to Face Provincial Council Hearing

【Financial News | JEJU—Reporter Jeong Yong-bok】 Applications have opened for five executives who will lead Jeju Facilities Management Corporation, the province’s first local public corporation. Ahead of its launch next January, the corporation will select one chairperson, three non-executive directors and one non-executive auditor. The chairperson is expected to be appointed by the end of this year after undergoing a personnel hearing before the Jeju Provincial Council.
According to Jeju Special Self-Governing Province on the 3rd, the Executive Recommendation Committee of Jeju Facilities Management Corporation held its first meeting on September 30 and finalized plans for the public recruitment of its inaugural executives. Applications will be accepted through the 19th.
The recruitment process is intended to select the first executives who will establish the corporation’s management direction and internal operating system ahead of its launch.
Jeju Facilities Management Corporation is the first local public corporation established by Jeju Special Self-Governing Province. It will operate public sewage treatment facilities and regional waste treatment facilities across the province. As the corporation will manage basic environmental infrastructure directly connected to residents’ daily lives, expertise in facility management and experience in organizational operations are expected to be key evaluation criteria for its inaugural executives.
A total of five positions are open: one chairperson, three non-executive directors and one non-executive auditor.
At least one of the non-executive directors will be an expert in taxation or accounting. This personnel structure is intended to help establish stable budget, accounting and financial management systems during the corporation’s early stages. The term of office is three years from the date of the corporation’s establishment.
Applicants must not be subject to any disqualifications for executives under the Local Public Enterprises Act. They must also meet position-specific qualifications, including experience as an executive at a public institution or as a civil servant, as well as professional knowledge in relevant fields such as facility management and business administration.

The chairperson must meet qualifications equivalent to those required for a civil service career at Grade 3 or above. For non-executive officials, including non-executive directors and the non-executive auditor, standards equivalent to Grade 4 or above are applied.
The Executive Recommendation Committee plays a central role in the selection process. After conducting document screenings and position-specific evaluations, the committee will recommend to the provincial governor a pool of candidates numbering at least twice the number of positions to be filled. In particular, the chairperson must pass the document and interview stages before undergoing a personnel hearing before the Jeju Provincial Council.
Ahead of the corporation’s launch, the selection of executives and employees and the establishment of its organizational and information systems are also moving forward. Jeju Special Self-Governing Province plans to complete preparations by December, including hiring executives and employees, building information systems, securing office space and registering the corporation’s establishment.
When the corporation launches next January, its inaugural executives will take over the operating systems for public sewage treatment facilities and regional waste treatment facilities and work to stabilize the organization.
Because the corporation is in its initial establishment phase, another major challenge will be transferring facility management duties previously handled by existing administrative organizations into the local public corporation system. The corporation must establish staffing assignments, divisions of work, accounting and contract systems, and safety management standards suited to its organizational structure.
