[Financial News] Wooho Kim, former Minister of Personnel Management, has taken office as the 19th chairman of the Government Employees Pension Service. Given his extensive public service experience in personnel and administrative affairs, changes are expected not only in pension operations but also in the service's internal organizational culture and proactive administration.
On the 2nd, Chairman Kim said in his inaugural address, "The service will serve as a strong supporter so that public officials can devote themselves to public service with pride and a sense of mission," adding, "Through actively fulfilling our social responsibilities, we will become a public institution trusted by the public and local communities."
Chairman Kim entered public service through the 37th National Higher Civil Service Examination and went on to serve as personnel secretary at the Office of the President of the Republic of Korea, a standing member of the Appeals Review Committee, and Minister of Personnel Management. He graduated from the Department of German Language and Literature at Seoul National University, earned a master's degree in public administration from its graduate school, and received a doctorate in public administration from the University of Seoul (UOS).
In particular, he has promoted the expansion of a horizontal organizational culture, balanced personnel policies, and the institutionalization of proactive administration in the public sector. He is therefore expected to apply this experience to the operations of the Government Employees Pension Service.
An industry source in the pension fund sector remarked, "The Government Employees Pension Service is expected to deliver not only strong pension management performance but also services for public officials, who are its members, and efficient organizational operations," adding, "The key question is how his experience as Minister of Personnel Management will be connected to organizational culture and management innovation at the service."
