Seoul Metropolitan Government to Seek Solutions to Jeonse and Monthly-Rent Market Instability, Hold Seoul Housing Forum with Experts and Residents

[Financial News] Seoul Metropolitan Government is set to assess changes in the jeonse and monthly-rent market and discuss policy alternatives to ensure housing stability for tenants.
According to Seoul Metropolitan Government on the 4th, it will hold the 2026 Seoul Housing Forum at the Korea Press Center on the 7th. The Seoul Housing Forum has brought experts and residents together to exchange views on housing policy issues since 2019.
This year’s forum will review current issues and seek policy alternatives under the theme “Assessing Current Jeonse and Monthly-Rent Market Conditions and Exploring Stabilization Measures.” Discussions will cover the impact of changes in the home-sales market on the rental market, the supply system for private rental housing, and the role of long-term jeonse housing. Participants will also discuss policy directions for ensuring a stable supply of rental housing and housing stability for tenants.
The keynote presentation will be delivered by Chang-Moo Lee, chief architect of Seoul Metropolitan Government, on “Stronger Regulations on the Home-Sales Market and Instability in the Jeonse and Monthly-Rent Market.” Sang-Young Lee, a professor at Myongji University, will then present domestic and international cases of corporate-backed private rental housing and measures to promote the sector.
Kang-Tae Jo, CEO of MGRV, will share field experience under the theme “Growing Rental Demand, but a Supply System That Cannot Keep Up.” Jun-Hyung Kim, a professor at Myongji University, will present the achievements and future role of Seoul’s long-term jeonse housing.
Kim Inman, director, will moderate the panel discussion. Jae-Hoon Jung, a professor at Dankook University; Won-Seok Nam, a senior research fellow at The Seoul Institute; Tae-Hyun Lee, CEO of Holmes Company; Dong-Hyun Kim, a department head at Seoul Shinmun; and Jong-A Lee, head of the Seoul Metropolitan Government Real Estate Policy Development Center, among others, will participate in discussions on rental-market stability and the direction of rental housing supply.
Residents will also be invited to share their views. Opinions can be submitted in advance through the 2026 Seoul Housing Forum website, and a Q&A session with presenters and panelists will be held at the event. The collected opinions and expert recommendations will be used in future reviews of rental-market and housing welfare policies.
