Samsung Electronics Unveils Blueprint for 360 Trillion Won Yongin Semiconductor Complex to Local Community, Pushes Ahead with Goal of Starting Operations in 2029

[Financial News] Samsung Electronics unveiled to the local community its blueprint for the Yongin Advanced System Semiconductor National Industrial Complex, into which it plans to invest 360 trillion won. Alongside its massive semiconductor investment, Samsung Electronics plans to share energy and water infrastructure with the local community and build an ecosystem in which the complex and the surrounding area grow together. As construction of the National Industrial Complex gets fully underway, efforts to bring forward the start of operations at the first semiconductor plant to October 2029 are also expected to accelerate.
Samsung Electronics said on the 4th that it participated in the 2026 Yongin Cyber Science Festival, held over two days at Yongin Mireu Stadium starting on the 3rd, and introduced local residents to the future of the Yongin Advanced System Semiconductor National Industrial Complex, along with sustainable energy and water resource management initiatives.
The Yongin Science Festival is Yongin Special City's flagship science and culture event, attracting about 40,000 visitors each year. Samsung Electronics said it expanded this year's exhibition from two booths last year to four to provide a broader look at the future of the Yongin National Industrial Complex and the local community.
Samsung Electronics organized the exhibition around two themes—“The Blueprint for the Yongin National Industrial Complex” and “Sustainable Water Resource Management”—so that residents could experience the changes the Yongin semiconductor megacluster will bring to the region and envision a sustainable industrial complex.
The company also prepared various interactive programs to help families learn about semiconductors more easily and enjoyably. It held a quiz event featuring Dalsu, an otter character symbolizing the restoration of aquatic ecosystems near semiconductor facilities, and offered cleanroom-suit Dalsu dolls, semiconductor pop-up books, and Stellar Forest cookies as prizes.
At the “Blueprint for the Yongin National Industrial Complex” exhibition zone, Samsung Electronics introduced an aerial rendering of the Yongin Advanced System Semiconductor National Industrial Complex and the industrial and community changes expected from its massive semiconductor investment. Samsung Electronics plans to invest about 360 trillion won in the Yongin National Industrial Complex. Once the complex is completed, more than 70 materials, components, equipment, and fabless companies are expected to move in, creating about 1.6 million jobs. The growth of the semiconductor industry is also expected to bring changes to the daily lives of Yongin residents.
The “Sustainable Water Resource Management” exhibition zone showcased Samsung Electronics' efforts to minimize water use in semiconductor manufacturing and increase the share of recycled water. In cooperation with the climate ministry and local governments, Samsung Electronics is pursuing a project to highly purify effluent from public sewage treatment facilities and reuse it as industrial water at semiconductor facilities.
Based on daily reuse volumes, Samsung Electronics plans to reuse 120,000 tons of treated wastewater from Hwaseong City, 120,000 tons from Osan, and 210,000 tons from Suwon-si.
Samsung Electronics also reduces water use at its facilities by optimizing manufacturing processes and reuses process water in cooling towers and air-pollutant reduction equipment. It is also purifying high-concentration wastewater with advanced technology and reusing it in semiconductor manufacturing processes.
Meanwhile, Korea Land and Housing Corporation (LH) has completed the selection of a contractor for Section 1 of the Yongin National Industrial Complex development project. The selection was completed two months ahead of schedule, allowing full-scale construction to begin in October. The company said, "This construction marks a major milestone because a national strategic project jointly pursued by the government, local governments, LH, and Samsung Electronics has entered the actual construction phase."
LH plans to accelerate construction by introducing advanced construction methods and other measures so that Samsung Electronics can begin construction of its first fab (factory) in 2028. Samsung Electronics also plans to bring forward its original target of starting operations at the first plant in the second half of 2030 by about a year, setting October 2029 as its new target.
