However, Minister Chung said North Korea must apologize for the landmine explosion incident. He also said the inter-Korean Military Demarcation Line (MDL), which has caused confusion, must be clearly established to prevent a recurrence.
Speaking to reporters as he arrived at Government Complex Seoul in Jongno District, Seoul, that day, Minister Chung stated his opposition, saying, "Resuming loudspeaker broadcasts aimed at North Korea would be irresponsible and extremely dangerous."
The conservative opposition has called for resuming loudspeaker broadcasts aimed at North Korea as a corresponding measure after three South Korean servicemen were moderately to seriously injured in a North Korean landmine explosion on the western front on the 21st.
Minister Chung nevertheless said, "It is only natural to demand an apology (from North Korea)," adding that the ministries would coordinate their positions. The Ministry of National Defense has already demanded an apology from North Korea, while the Ministry of Foreign Affairs (MOFA) is considering sending a letter to the United Nations Security Council (UNSC) to seek an apology from North Korea. MOFA said the previous day that interministerial consultations were necessary to send a letter to the UNSC, and the Ministry of Unification's position has therefore drawn attention.
Minister Chung argued that the MDL must be clearly defined to prevent a recurrence of such an unfortunate incident. "The core cause is the MDL issue," he said, emphasizing that the two Koreas must meet to verify it. He also offered words of comfort to the servicemen who were moderately to seriously injured in the North Korean landmine incident and said he would visit them in the hospital soon.
