[Financial News] Haeundae 2 District, Busan's first pilot district for the maintenance of an aging planned city, is taking its first step toward full-scale implementation.
The Busan Metropolitan City Government said on the 1st that it will hold the city's Committee on the Maintenance of Aging Planned Cities on the 13th and conduct an expert consultation on the draft special maintenance plan submitted by the residents' representative group of Haeundae 2 District.
The consultation is a preliminary review of the special maintenance plan for Haeundae 2 District, Busan's pilot district for the maintenance of an aging planned city, before the plan is formally proposed.
The city is moving beyond its previous practice of reviewing plans only after their formal submission and is adopting a 'proactive preliminary consultation' approach that incorporates expert opinions from the draft stage. It expects this to significantly shorten the project timeline by minimizing trial and error, as well as repeated revisions and supplements, during subsequent consultation and deliberation processes.
After Haeundae 2 District was selected as a pilot district last December, the process of drawing up a special maintenance plan gained momentum with the April public notice of the Basic Plan for Maintenance of Haeundae District as an Aging Planned City and the approval of the residents' representative group in September.
Based on the basic plan, the draft calls for the integrated maintenance of a housing complex comprising three apartment complexes and 4,694 households, along with the expansion of infrastructure such as parks and roads.
The residents' representative group plans to revise the draft based on the results of the expert consultation and then formally propose the special maintenance plan to the city.
The city will then follow the relevant procedures, including a public inspection, consultations with relevant departments, hearing the city council's views, and deliberation by the Committee on the Maintenance of Aging Planned Cities, before deciding whether to finalize and designate the special maintenance plan.
