Daegu Metropolitan City to Launch Integrated Public-Institution Recruitment for the First Time in the Second Half of Next Year

【Financial News | Daegu = Kim Jang-uk, reporter】Daegu Metropolitan City is drawing attention by introducing integrated recruitment for public institutions—including four public corporations and agencies and eight institutions in which the city has invested or to which it has contributed—after preparing through revisions to relevant regulations and other measures.
Starting in the second half of next year, Daegu Metropolitan City will introduce integrated recruitment for new employees at 12 public institutions under its jurisdiction: four public corporations and agencies and eight institutions in which the city has invested or to which it has contributed.
Until now, public institutions under Daegu Metropolitan City had conducted recruitment examinations separately. However, differences in recruitment procedures and examination subjects among institutions made it difficult for applicants to prepare.
The Anti-Corruption and Civil Rights Commission (ACRC) also recommended in January last year that local governments nationwide introduce integrated recruitment for public institutions. Seoul, Busan, Gyeonggi Province, and six other metropolitan and provincial governments have already adopted the system.
Kim Jeong-gi, Administrative Vice Mayor of Daegu Metropolitan City, emphasized, "The introduction of integrated recruitment will enhance fairness in public-institution hiring and contribute to securing talented personnel." He added, "After making thorough preparations, we will ensure that the first integrated recruitment drive is implemented smoothly in the second half of next year."
Once integrated recruitment is introduced, Daegu Metropolitan City will directly administer the written examinations and standardize recruitment procedures and examination criteria, thereby improving fairness. By consolidating written examinations that were previously conducted separately by each institution, the system is also expected to improve efficiency by reducing duplicated work and costs.
Recruitment will generally be conducted twice a year on a regular basis, in the first and second halves. Each institution may participate in either cycle depending on its hiring needs.
The city plans to make open competitive examinations the standard for recruiting regular employees, including general staff and public-service positions. However, institutions will be allowed to operate separate processes, such as career-based competitive recruitment and rolling recruitment, when specialized expertise or job-specific requirements are involved.
Because the integrated recruitment system will be introduced for the first time in the second half of next year, institutions that have traditionally conducted recruitment in the first half will be allowed to carry out individual recruitment as before during the first half of next year only.
Meanwhile, in early 2027, Daegu Metropolitan City will compile the hiring needs of each institution and finalize the recruitment scale and detailed examination subjects for participating institutions. It will separately announce the planned number of hires and specific recruitment schedules for each institution in the first half of 2027.
