LH to begin construction on the Goyang-Eunpyeong Line next January, targeting opening in 2031

[Financial News] The Korea Land and Housing Corporation (LH) is launching full-scale construction of the Goyang-Eunpyeong Line metropolitan railway, which connects the Goyang Changneung 3rd New Town with Eunpyeong District, Seoul. With a total project cost of approximately 1.7 trillion won, the goal is to begin construction in January next year and open the line in December 2031.
According to LH on the 30th, the Goyang-Eunpyeong Line is a 15-kilometer route connecting Saejeol Station on Seoul Subway Line 6 to Goyang, via the Goyang Changneung District. It will include eight stations and one train depot.
LH will sign a business agreement with Gyeonggi Province, Goyang City, Gyeonggi Housing and Urban Corporation (GH), and Goyang Urban Corporation (GU) this coming October to ensure the project proceeds on schedule. The agreement will include the responsibilities of each agency and plans for the payment and settlement of project costs.
The project costs will be shared by LH, GH, and GU, the project implementers of the Goyang Changneung District, at 70%, 20%, and 10%, respectively. Gyeonggi Province will oversee construction of the entire section and related services, while Goyang City will support compensation and permitting and then be responsible for operating and managing the facilities after the line opens.
The Goyang Changneung District is a third-generation new town being developed across approximately 8.12 million square meters in Wonheung-dong, Dongsan-dong, and Yongdu-dong in Deogyang-gu, Goyang City. A total of 38,000 housing units are scheduled to be supplied.
Accessibility to Seoul from the Goyang Changneung District is expected to improve significantly once the Goyang-Eunpyeong Line opens. By transferring at GTX-A Changneung Station, passengers will be able to reach the Gangnam area, including Suseo and Samsung, in about 30 minutes. Transferring to Seoul Subway Line 3 at Hwajeong Station is also expected to allow travel to downtown areas such as Gyeongbokgung Palace and Jongno in about 30 minutes. From Saejeol Station, passengers can use Line 6 to travel to areas such as Gongdeok and Itaewon.
