Ceiling Comes Crashing Down While Worker Waits to Clean; Foreign Worker in His 30s Killed at Construction Site in Seocho-gu

[Financial News] A foreign worker in his 30s was killed after being struck by falling ceiling concrete at an apartment construction site in Seocho-gu, Seoul. Police and labor authorities have launched an investigation.
According to the Ministry of Employment and Labor and police on the 29th, Worker A, a Kazakhstan national in his 30s, was killed at around 9:45 a.m. that day after being struck by fragments of collapsed ceiling concrete inside a unit on the 23rd floor of the H Apartment construction site in Seocho-gu, Seoul. Worker A was reportedly waiting to begin cleaning work at the site when the accident occurred.
Immediately after the accident, the Serious Accidents Investigation Division of the Seoul Regional Office of the Ministry of Employment and Labor and the Construction Industrial Accident Prevention Supervision Division ordered work at the site to be halted and launched a joint investigation.
The workplace has five or more regular workers and is therefore subject to the Serious Accidents Punishment Act. Authorities are questioning officials from the construction company and subcontractor to determine the exact circumstances of the accident. They are also checking whether the duty to ensure safety and health measures was fulfilled at the site and examining whether charges of professional negligence resulting in death, violations of the Occupational Safety and Health Act, and violations of the Serious Accidents Punishment Act may apply.
The Serious Accidents Punishment Act stipulates that business owners and responsible management personnel who fail to fulfill their duty to ensure safety must be punished when a serious accident, such as a worker's death, occurs at a workplace.
