Incheon Metropolitan Council Opens Nationwide Policy Idea Contest to Advance the City

[Financial News | Incheon] Incheon Metropolitan Council is launching a nationwide policy idea contest to identify policy issues closely related to residents’ daily lives and reflect them in local legislation and council activities.
Incheon Metropolitan Council announced on the 28th that it will hold the 2026 Incheon Metropolitan Council Policy Idea Contest from the first through the 30th of next month. It is the first nationwide contest to be held under a related ordinance enacted last July.
Any citizen of South Korea may participate and submit proposals on a wide range of topics, including the development of council activities, resolution of residents’ inconveniences, the enactment and revision of local ordinances, regional issues, and municipal and education administration covering areas such as education, welfare, and safety.
Those wishing to participate can download and complete the proposal and consent forms from the Incheon Metropolitan Council website, then submit them by email, in person, or registered mail.
Submitted proposals will undergo a preliminary review before being evaluated by a judging committee composed of a majority of private-sector members. Winners will be selected based on six criteria: feasibility, efficiency and economic viability, creativity, scope of application, sustainability, and effort and completeness.
The awards will include one grand prize of 3 million won, two excellence prizes of 1 million won each, and two encouragement prizes of 500,000 won each. The five winning entries, with total prize money of 6 million won, will be announced on the council’s website on November 30.
Incheon Metropolitan Council plans to use outstanding proposals in the enactment and revision of local ordinances, administrative audits, and lawmakers’ research group activities. It also plans to strengthen follow-up management in cooperation with Incheon Metropolitan City Government and the Incheon Metropolitan Office of Education so that the proposals can lead to actual policies.
Council Speaker Park Jong-hyeok said, "This contest is intended to make the wisdom of the people and the voices from the field a driving force for council activities and local legislation." He added, "We ask for your keen interest and active participation in submitting fresh and effective ideas for Incheon’s future."
