"Officials will create the programs they need themselves"—'Vibe Coding' comes to disaster response

[Financial News]  Vibe Coding, a method that enables public officials working at disaster sites to create work programs themselves by explaining the functions they need to generative artificial intelligence (AI) in words, is being put to use in disaster and safety operations.
MOIS announced on the 27th that, together with the National Information Society Agency (NIA) and the Korea Local Information Research & Development Institute (KLID), it will hold the 2026 Vibe Coding-Based Disaster and Safety Work System Development and Use Best Practice Competition.
Vibe Coding is a method of creating programs by giving AI instructions in everyday language, such as, "Automatically compile this data and turn it into a table." Its defining feature is that public officials directly handling disaster-related work can implement the functions they need without going through developers.
This competition will focus less on the completeness of the programs themselves than on how extensively they are being used in actual field operations. It will assess how much they have reduced processing times, whether they have cut repetitive manual work or errors, and whether they have provided practical help in assessing disaster situations.
Eligible participants are central government and local government officials who have developed disaster and safety work systems using Vibe Coding. Submitted systems must already be in actual use before the evaluation.
Following a written review, MOIS will select eight cases and choose four final best practices through presentation evaluations. For cases with strong usability and potential for wider adoption, it plans to consider applying them at other institutions or in other disaster and safety operations.
