Apartment subscription lottery cancelled... 54,000 people over 6 years

[Financial News] It has been revealed that nearly 54,000 people have had their apartment subscriptions cancelled over the past six years due to errors in point calculation or failure to meet eligibility requirements.
According to data submitted by the Ministry of Land, Infrastructure and Transport to Rep. Yoo Sang-beom of the People Power Party, a member of the National Assembly's Land, Infrastructure and Transport Committee, on the 25th, 53,867 people (6.8%) out of 791,856 people who won apartment subscriptions nationwide through the Korea Real Estate Institute's Cheongyak Home from 2021 to August 20 of this year were deemed ineligible.
The number of ineligible winners by year was highest in 2021 with 21,221 people (8.9%). This was followed by 13,813 people (7.8%) in 2022, 6,052 people (5.3%) in 2023, 6,188 people (5.2%) in 2024, and 4,277 people (5.1%) in 2025. As of August 20 of this year, the figure stands at 2,316 people (4.1%).
Looking at the 32,646 cases since the management of reasons for disqualification began in 2022, errors in calculating the period of non-homeownership for the applicant and their spouse were the most frequent, at 4,566 cases. This was followed by 'household member home ownership,' where applicants were unaware of the housing or presale rights held by other household members, at 4,150 cases, and errors in selecting the residential area, at 2,321 cases.
There were also 1,132 cases where the applicant themselves, who should have been excluded from the number of dependents when calculating subscription points, was included.
In addition, for the special supply for newlyweds, 1,178 cases of marriage duration exceeding 7 years, 1,397 cases of unmarried individuals failing to meet eligibility, 1,076 cases of household head requirements failing to meet, and 1,021 cases of income exceeding the criteria were also confirmed.
By region, the Seoul metropolitan area accounted for 49.1% of the total with 26,422 cases. Gyeonggi had the highest number with 17,205 cases (31.9%), followed by Incheon with 6,170 cases (11.5%), Chungnam with 3,709 cases (6.9%), and Seoul and Gyeongnam with 3,047 cases each (5.7%).
Representative Yoo pointed out, "Due to complex regulations, damages continue, such as miscalculating the period of being without a home or having one's winning bid cancelled because one included oneself as a dependent."
He further emphasized that the 'automatic pre-qualification verification system,' which links resident registration, family relationships, and the Ministry of Land, Infrastructure and Transport's housing ownership verification system to the Cheongyak Home website to filter out point errors during the application process, should be made fully mandatory.
