LH Reveals Review Plan for Section 1 of Yongin Semiconductor Industrial Complex

[Financial News] Korea Land and Housing Corporation (LH) has expanded the pool of review-panel candidates to 452 ahead of the review of project plans for Section 1 of the Yongin Advanced System Semiconductor Cluster National Industrial Complex development project. The move is intended to supplement expertise by adding external members and reduce the possibility of prior contact by disclosing the candidate pool two days before the panel is selected.
According to LH on the 22nd, the project-plan review will take place on the 23rd. The project is Section 1 of the development of the Yongin Advanced System Semiconductor Cluster National Industrial Complex, one of the government's three mega-projects.
The review-panel candidate pool consists of 452 people, including 254 members of the LH Technical Advisory Committee and review-panel members from other institutions whose expertise has been verified. LH explained that it had enhanced the fairness and expertise of the review by adding external experts to the existing panel.
The composition of the candidate pool was disclosed at a briefing held on the 21st. LH said it announced the list two days before selecting the panel to reduce the possibility of misconduct, such as prior contact or advance briefings.
LH maintains that the review plan was established in accordance with the "Special Operating Standards for the Exceptional Application of the CM at Risk Construction Management Method" and the bidding guidelines, and therefore does not violate any relevant laws or regulations.
Members of the LH Technical Advisory Committee recruited this year are participating in the selection and evaluation of companies for construction engineering services and construction projects commissioned by LH. LH explained that they can also be used for CM at Risk (CMR) reviews, in which construction companies participate from the design stage and review the design.
LH determined that keeping the review-panel candidate pool fixed on a permanent basis could instead increase the possibility of attempts at prior contact or individual briefings. The agency said that using a temporary appointment system already in place for technical bidding would leave the ordering agency no room to exercise discretion after selecting the panel and would also allow it to broaden the candidate pool.
The bidding participants will also make pledges to ensure fair competition. LH will hold a Fair-Play Joint Pledge Ceremony at its Gyeonggi Southern Regional Headquarters with the two consortia participating in the bidding.
LH will pledge to conduct the review objectively, without improper outside influence. The participating companies will pledge not to contact the review-panel members in advance or provide separate briefings, and to compete on technical capability without improper solicitation.
A zero-tolerance policy will apply if misconduct or other irregularities, such as prior contact or advance briefings, are confirmed. LH plans to strictly enforce the relevant sanctions, including deducting points in the review and restricting participation in bidding.
