Chuncheon to Fully Introduce AI into Caregiving and Safety, Allocating KRW 1.647 Billion in Supplementary Budget

【Financial News, Chuncheon—Kim Gi-seop】Chuncheon is fully introducing artificial intelligence (AI) into areas of citizens' daily lives, including caregiving, the living environment, and disaster safety.
According to Chuncheon on the 21st, the city included KRW 1.647 billion for 10 AI-related projects in its 2026 second supplementary budget, recently finalized by a resolution of the city council. This marks the first implementation stage in shifting citizen services, administrative work, and the broader local economy toward an AI-centered model. The supplementary budget includes KRW 772 million for six projects in citizen life and safety, KRW 125 million for two projects in administrative innovation and public services, and KRW 750 million for two projects involving the AI transformation of local industries and workforce training.
Public services encountered by residents in their daily lives will change first. Chuncheon's integrated-care check-in service for single-person households will use AI to analyze electricity and telecommunications data. When an unusual pattern is detected, the system will notify the responsible official, expanding the service from 200 to 500 people.
The city will pilot 10 devices in disabled-only parking spaces at municipal offices, equipped with automatic license-plate recognition and real-time guidance and enforcement functions. It will also establish a system that uses AI to analyze CCTV footage and detect illegal dumping.
For aging road infrastructure, including bridges, the city will install measurement equipment and use the collected data to predict risk levels as part of a proactive safety-management effort. Toy Robot Studio and libraries will offer AI robot experience zones and immersive-content education, allowing residents to experience AI firsthand.
The way administrative work is carried out internally will also change. The city will operate an AI experimental group involving more than 10 public officials, who will use generative AI and coding tools to identify ways to improve administrative work and develop services themselves. Cases that prove effective will be expanded to other departments. The city will also establish an intelligent persistent-threat response security system to use AI against cyberthreats such as malware and anomalous traffic.
The city will invest KRW 750 million in the AI transformation of local industries and workforce development. Of that amount, KRW 400 million will support a local-industry AI transformation program, helping companies introduce and demonstrate AI solutions and develop products and services. Another KRW 350 million will be used to train specialists in generative AI-based visual effects (VFX), strengthening the content industry's ability to use AI. Chuncheon plans to first verify the impact of these initiatives through pilot projects and demonstrations, then gradually expand the target groups and scope of programs that have been validated.
Chuncheon Mayor Yuk Dong-han said, "We have brought AI closer to residents by investing KRW 1.6 billion in 10 projects, including expanding the single-person household welfare-check service to 500 people and installing measurement equipment on aging bridges to predict risk levels." He added, "We will first build tangible results in areas such as caregiving, the environment, and safety, then expand services whose effectiveness has been verified across Chuncheon."
