SKT Transforms Public-Sector Work with AI and Big Data, Shares Local Government Use Cases

[Financial News] SK Telecom shared ways to improve the efficiency of public institutions and enhance services for citizens by using artificial intelligence (AI) and big data. The event introduced cases in which AI and private-sector data were combined with the actual work of local governments, including land development, tourism, and transportation.
SK Telecom said on the 21st that it had held the GranData Public Day 2026 seminar at SKT Tower in Euljiro, Jung-gu, Seoul, on the 18th to introduce cases of using AI and big data in the public sector. About 250 data officials from government agencies, local governments, and public corporations attended the event.
SK Telecom operates GranData, a data business partnership with Shinhan Card, Korea Credit Bureau (KCB), Kakao Mobility, and SK Broadband. GranData is a data integration business launched in 2021 by SK Telecom, Shinhan Card, and KCB to support data-driven decision-making and the use of private-sector data in the public and private sectors.
The first session of the seminar focused on public administration cases involving AI and big data. It introduced a way to analyze visitor data from local governments' cultural, sports, and tourism events and recommend tailored programs by incorporating the success factors of similar events.
The Seoul Songpa-gu Office shared a case in which AI was used to analyze development plans for land owned by local governments, including land donated to them. The approach combines information on existing facilities and their usage, the demographic characteristics of nearby residents, and location data for use in land development.
The seminar also introduced a conversational service designed to make public data easier to use. Through a conversational interface, users can directly search and analyze open data and check policy information by sector.
The second session covered AI technologies aimed at increasing the use of data within public institutions. In a case involving Jeonnam-Gwangju Special Metropolitan City, the seminar introduced ways to use no-code tools and vibe coding to enable working departments, including tourism and transportation, to access telecommunications and card-based big data according to established permissions and procedures.
Busan shared its approach to applying pseudonymized information and AI-based synthetic data generation technology. The session addressed the technical and operational factors that should be considered when safely sharing and using data requiring a privacy review.
Kim Myung Kook, who oversees Industrial AI at SK Telecom, said, "AI agents that leverage AI services such as A. and GranData's private-sector data are being applied to on-site work at public institutions." He added, "We will continue to propose ways to support data use and work innovation in the public sector."
