The establishment of this data management system is a measure taken in response to the fact that securing high-quality data has emerged as a key element of the organization's competitiveness as the use of AI in the public sector expands rapidly. Previously, there were concerns within the corporation that differing data production and management standards across departments could necessitate data reprocessing or lead to reduced performance during the AI application process.
The Corporation launched the 'AI Innovation Task Force' early this year and established a 'Data Standardization Promotion Plan' to diagnose the current status and proceed with standardization in stages.
Based on this, the data management status of all departments was investigated, and 'priority management data' was selected based on criteria such as business importance, availability of disclosure, and AI utilization.
Business terminology that varied by department and job category is also being standardized. An 'Institutional Standard Dictionary' has been established to standardize terms and formats by reflecting specialized railway terminology, and 'AI-Friendly Data Production Guidelines' have been prepared to ensure that both humans and AI can easily read and utilize the data.
Data security will also be strengthened. The plan is to establish data classification standards in accordance with the National Network Security Framework (N2SF) and formulate 'Data Security Guidelines' to ensure that data utilization and security go hand in hand.
The Corporation plans to establish an institutional foundation for data management by building an organizational structure consisting of a Data Management Committee, a general management department, and relevant departments, as well as a documentation system comprising regulations, guidelines, and working documents. Subsequently, data quality diagnosis and improvement work will be carried out in stages.
