[Financial News] The Public Procurement Service (PPS) is embarking on a comprehensive regulatory rationalization to lower entry barriers for small and medium-sized enterprises (SMEs) in the public procurement market and alleviate on-site management difficulties. It plans to expand the 'Single Item Price Adjustment System,' previously applied only to construction contracts, to include the goods sector, and to disclose the progress of Multiple Award Contracts (MAS) in real time through the Korea Online e-Procurement System (KONEPS), addressing criticisms regarding information opacity.
On the 16th, the Public Procurement Service (PPS) held a 'Meeting to Address Proposals for Resolving Procurement Gaps and On-site Difficulties for SMEs' at the Korea Federation of SMEs (KBIZ) in Yeouido, Seoul, attended by Ki-Moon Kim, Chairman of the Korea Federation of SMEs (KBIZ), and 22 representatives of SMEs, and announced these improvement measures.
At the meeting held that day, representatives of small and medium-sized enterprises (SMEs) submitted a total of 23 on-site difficulties, stating that practical support in the public procurement sector is urgently needed to overcome worsening business conditions such as high interest rates and high prices.
The Public Procurement Service (PPS) has decided to immediately begin system improvements by actively reflecting suggestions from companies. First, it will expand the application of the "Single Item Price Adjustment System," which adjusts contract amounts when the price of specific raw materials surges, to the goods manufacturing sector. The Public Procurement Service (PPS) plans to analyze the results of the pilot project conducted in the first half of this year and establish specific adjustment conditions tailored to the characteristics of goods during the second half.
Until now, companies could only receive price compensation if raw material prices rose by more than a certain percentage of the total contract amount, even when prices skyrocketed. Consequently, small and medium-sized enterprises (SMEs) with a high proportion of specific raw materials have suffered from a structural limitation in which losses increased with every delivery. With this system improvement, if cost burdens are realistically reflected in the contract amount, it is expected to improve the profitability of SMEs and enhance the quality of public procurement, such as by preventing defective deliveries.
In addition, the processing of Multiple Award Contracts (MAS), which has been criticized as frustrating because progress could not be tracked, will become much more transparent. Starting this coming October, the system will be revamped through improvements to the Korea Online e-Procurement System (KONEPS) shopping mall, allowing companies to directly check the assignment of personnel and the progress of contracts. Countermeasures against geopolitical risks will also be extended. The application period of the "Guidelines on Price Fluctuations and Stage 2 Competition Exceptions," established in response to prolonged instability in the Middle East, will be extended from the original end of September until the end of this year to alleviate the burden on small and medium-sized enterprises caused by rising raw material prices.
