A man who missed a subway train on the 11th delayed its departure by preventing the platform screen doors from closing. Videos of the incident have spread across social media and online communities, sparking controversy. Seoul Metro plans to take legal action against him.
According to Newsis on the 16th, Seoul Metro said in response to questions about measures against the man, "We are currently reviewing the relevant laws in order to file a criminal complaint with police and request the imposition of an administrative fine." After reviewing the laws, the agency plans to file a criminal complaint against the man for obstructing transportation such as trains and ships under the Criminal Act. It also plans to request an investigation so that an administrative fine can be imposed for failing to follow a railway employee's official instructions under the Railway Safety Act.
The man in question repeatedly stopped the platform screen door from closing with his hand at around 11:58 p.m. on the 10th, at the platform for northbound trains at Miasageori Station on Seoul Metro Line 4, delaying the train's departure. He reportedly acted this way after missing the train he intended to board. A video filmed by passengers spread on social media and other platforms, drawing widespread criticism.
The train operator repeatedly asked him over the public-address system to stop interfering with the train, but his actions reportedly continued for about three to four minutes. The train eventually departed only after a station employee restrained him. The man's identity has not been confirmed.
Under the Criminal Act, anyone who obstructs transportation by train, streetcar or other means is subject to at least one year of imprisonment. The Railway Safety Act requires people using trains or railway facilities to follow railway employees' official instructions for railway safety, protection and the maintenance of order. Violators may face an administrative fine of up to 10 million won.
