"We Want to Learn from Korea"—Why a Moroccan Delegation Is Receiving Training in Gangnam

According to KAMCO on the 16th, the training is being held from the 15th to the 18th at KAMCO’s Seoul headquarters in Gangnam-gu, Seoul. The program was arranged at Morocco’s request. As Morocco works to revitalize its non-performing loan market and improve related laws and institutions, the training is intended to share Korea’s experience in overcoming economic crises and its non-performing loan management system. Participants include Ilham Zainan, deputy director of the Banking Supervision Department at Morocco’s central bank, as well as officials from the central bank, the General Secretariat of the Government, and the Ministry of Finance.
KAMCO is sharing with the participants its techniques for acquiring and resolving non-performing loans, changes in the functions and roles of public asset management companies (AMCs), and successful cases of corporate restructuring, focusing on national crises such as the foreign exchange crisis. Experts from various domestic fields—including Seoul Bankruptcy Court, the Bank of Korea (BOK), the Financial Supervisory Service, Kim & Chang, and IGIS Asset Management—are also participating. They are providing a comprehensive overview of Korea’s non-performing loan management system, including policy development, the judicial system, financial supervision, and the revitalization of the private non-performing loan market.
The training is being conducted using Korea to Transition (K2T) funds contributed by the Ministry of Economy and Finance to the EBRD. K2T is a knowledge-sharing and technical-cooperation program that supports institutional improvements in EBRD partner countries by sharing Korea’s experience in economic development and policy and institutional management.
Han Deok-gyu, executive director overseeing KAMCO’s corporate support division, said, "I hope Korea’s management experience, built through overcoming several economic crises, will provide practical help in strengthening Morocco’s financial stability capabilities." He added, "We will continue expanding our cooperation with the EBRD and sharing our knowledge with countries that need KAMCO’s experience and expertise."
